Q Planning - Sandy Glatthorn had comments from the Planning
Department as follows: 1. The space provided for parking display
cars must be adjusted to provide a minimum 19 ft. length. 2.
Signs and fencing are subject to separate review and permitting.
3. Proposed lights must be installed in a manner so that,light
will not shine into residential areas.
Parks & Recreation - Ream Wilson gave written comments,
Attachment 2. Since no buildings or structures are included in
the development, the project is exempt from the City's Open Space
Assessment Ordinance. In the event buildings or structures are
added in the future, an Open Space fee would be required.
Fire Department - Nick Lewis - No comments.
Traffic Engineering - Don Meerians asked if sidewalks were on
Cornell St. Developer said it was an unimproved street. Mr.
Meerlans said they needed to install sidewalks or obtain a
waiver.
MOTION: - Cecil Henderson moved to approve the Final Site Plan
for Carlisle Motors Vehicle Display Lot based on a finding of the
Committee that the plan conforms with the design guidelines for
site plan review, subject to the following:
1. The parking spaces must be shown as a minimum 19 ft.
length.
2. The signs and fencing are subject to a separate permit.
3. Lighting must be installed and indicated to point away
from residences.
4. Sidewalks are required in all dedicated rights-of-way and
may be shown as a note on the plan.
5. The requisite permits be issued within six months from
date of certification.
Ream Wilson seconded the motion. Motion carried.

the Department of Planning and Urban Development did not reflect
the recommendation of the department regarding the Amendment to
the Annexation Agreement which would allow for the proposed uses'.
on the site, She stated that the comments were technical in a
nature and responsive to the guidelines for site plan review so
that in the event the Annexation Agreement is approved to be
amended, the site plan and subsequent development will be
responsive to the site plan criteria defined in the code. The
comments are contained within the Motion.
Parka and Recreation -- Ream Wilson distributed written comments,
Attachment 6. This non-residential project will be required to
satisfy the City's Open Space Assesment Ordinance.
Fire Department - No comments.
MOTION - Cecil Henderson moved to recommend approval to the City
Commission for the Final Site Plan for South Oaks Fashion Square,
based on a finding of the Committee that the plan conforms with
the design guidelines for site plan review and subject to the
following list of conditions:
1. The 17 ft. additional right-of-way for State Road 590 and
the adjacent 10 ft. drainage and utility easement as shown on the
plan are to be dedicated to the City of Clearwater prior to the
issuance of a building permit.
2. Prior to certification of this plan, copies of
applications to DER and SWFWMD are required to be submitted to
the Public Works Department.
3. Prior to the issuance of a building permit, copies of
approved DER and SWFWMD permits are to be submitted to the Public
Works Department.
4. The water distribution system must be redesigned to meet
Utility Department requirements.
5. An ingress and egress easement and 10 ft. utility
easement are required over the water mains up to and including
meters, hydrants, and any required detector checks prior to the
issuance of a building permit.
6. The refuse compactors must be approved by the Sanitation
superintendent and located in visually screened enclosures, with
a minmum -12 ft. clear opening to the front.
7. Acceleration and deceleration lanes must be designed as
required by the City of Clearwater Traffic Engineering
Department.

8. A landscape plan must be prepared and submitted prior to s?'H`

9. The internal capture rate should be calculated and
indicated on the plan.
10. The dimension on the site plan must be shown from the
center line of the adajcent right-of-way to the property line.

MOTION: Paula Harvey moved to approve,the Revised Final Site Plan
for the British Academy based on a finding of the Committee that
the plan conforms with the design guidelines for site plan
review, subject to the following:
1. The number of existing employees should be noted on the
plan.
2. It should be noted on the plan that the indoor gym area
and the eating area will not become classrooms.

from Note #2, Special Conditions.

easement over the water mains up to and including '
meters, hydrants and detector checks must be
provided prior to the issuance of a building permit
• The proposed water meter sizes and refuse compactor
locations must be shown on the final construction

462-6790 to coordinate sizing and locations.
Failure to do so will delay permit processing at
the Building Department.
• Refuse compactors must be approvcd by the
Sanitation superintendent and located in visually
