The meeting was called to order at 9:10a.m. by Chairman Haeseker in the Operations
Conference Room.
Minutes of the regular ORC Meeting of January 14. 1988. were approved as corrected.

MOTION Paula Harvey moved to approve the preliminary plat for PACT. Inc. based upon a finding
,) of this Committee that the plat conforms with design guidelines for plat approval
subject to the following:
~ 1. As required by Engineering. the easement should be tied down with measurements
~ from the PRMIs to the, center of the ten (101) foot sanitary sewer easement
for both sides of the property. If it is found that the bUilding encroaches.,

PlanninQ - Questioned dedication of McMullen-Booth right-of-way. Signs
are subject to separate review and permitting. Final landscaping plan to include
heavy landscaping with buffer area along west property line.
Parks & Recreation - Submitted information sheet to developer stating park dedication
was satisfied at time of annexation and project Is exempt from City's existing open
space/recreation assessment ordinances.
MOTION Paula Harvey moved to approve the preliminary plat for The Vinings At Countryside
based upon the findings of this Committee that the plat conforms with the design
guidelines for the plat approval subject to the following:
I. A county road designation for McMullen-Booth Road should be prOVided on the
plat.
2. If it is the applicant1s intention to dedicate right-of-way for McMullen-
Booth Road the dedication should occur in conjunction with the final plat.
~ 3. A drainage and utility easement is required by Public Works. should be
..., provided over Bishop Creek and shown on the plat.
4. The final plat should be recorded within six (6) months of date of certification
of the preliminary plat.
5. A ten (10') foot utility easement be provided over the water main up to and
including meters and hydrants.
6. An ingress and egress easement be provided.
Motion was seconded by Cecil Henderson. Motion carried unanimously.
MOTION Paula Harve~ moved to approve the final site plan for The Vinings At Countryside based
upon a findlng of this Committee that the plan conforms with the design guidelines for
site plan review subject to the following:
I. Signs are subject to separate review and permitting.
2. Final landscaping plan must be submitted with the building plan providing
for heavy landscaping and berm treatment within the buffer area along the
west property line as directed by the City Commission. This plan must be
approved by the City Forester.
3. The tree survey should be overlaid on the site plan in order to identify
which trees are to stay and which are to be removed as a result of
construction.
4. Sidewalks must be provided along Allen Avenue and McMullen-Booth Road
rights-of-way.
5. DER and SWFMMD applications must be shown to the Public Works Department
prior to issuance of the building permit.
~ 6. Site plan should reflect a drainage and utility easement for Bishop Creek
W as required by Public Works. 1/
7. Calculations for storm water retention and'cross section of retention ponds
should be prOVided to Public Works. .

8. Sanitary sewers along Allen Avenue to tie-in perpendicular to the existing
main line on McMullen-Booth Road and this configuration shown on the site
plan.
9. The entrance point from Allen Avenue to be a single lane into the site.
10. Typical parkIng space sIze should be shown on the site plan, minimum size
beIng nine feet (91 x 191) by ninteen feet.
II. Eleven (11) handicap parking spaces are required for this site and should
be shown on the pian.
12. All proposed two (2") inch mains must be upgraded to four (4") inch mains.
13. Compactor area to be visually screened with a twelve (121) foot wide clear
openIng.
14. The site plan should reflect that a ten (101) foot utility easement over
the water mains. up to and including meters and hydrants, and an ingress
and egress easement will be provided.
15. The requisIte initial building permits to be issued within six (6) months
from date of certification of the final site plan and all requisite
certificates of occupancy be issued within three (3) years of date of
certification of the final plan.
Motion was seconded by Cecil Henderson. Motion carried unanimously.

Acting Chairman.
3. FAIRWINOS {an adult congregate care facility). located on the east side
of Clearwater/Largo Road approximately 550 feet north of Belleair Road.

must be visually screened. Prior to construction the City will relocate an existing
211 natural gas main located along the west side of Sadlon Avenue.
Planning - Signs are subject to separate review and permitting. Cross-
hatching or Shading should be shown on site plan to identify interior parking.
Parks & Recreation - Submitt~d written comments to developer stating a "recreation
facility" impact fees wiil be required for the seven additional dwelling units for a
total of $1.400. This fee is due and payable at building permit stage.
Fire - Siamese connection to be on the same side as fire hydrant.

2. That the plan be modified to indicate ten (101) foot drainage and utility

4~ A letter of no objection from the property owner to the south of the site
to work on this property will be required or a modification of the plan to
remove all proposed construction or encroachment from this property.
Provide to Engineering prior to certification.
5. Easements must be located so as to not have encroachments.
6. Show the sidewalk on Ft. Harrison or a note on the plans indicating that
sidewalk will be constructed.
7. Indicate two (2) handicap parking spaces on plan.

4. COUNTRYSIDE CHRISTIAN CENTER, INC.
DISCUSSION ONLY
It was the consensus of the Committee that accessing Lawrence Drive would not benefit
the connecting residential area which is within the City. If Countryside Christian
can get the approval of the residents in this affected area. the Committee would then
consider.

Utilities Engineer at 462-6790 to coordinate meter
sizing. Failure to do so will delay permit
processing at the Building Department.
