The water meter size must be shown on the final construction plans. Contact the Utilities Engineer to coordinate meter sizing. Failure to do so will delay permit processing at the Building Department. 3. An ingress and egress easement and a 10-foot utility easement over the water mains up to and including meters and hydrants must be provided for the site and adjacent properties prior to the issuance of a building permit. 4. The existing dumpster lOI:ation must be modified to comply with City codes. The code requires that the dumpster be placed in a visually screened enclosure with a 12-foot minimum clear opening to the front for access by Sanitation trucks. 5. An agreement between Turner Professional Park and Fortune Savings Bank to share the dumpster must be provided to the Utilities Director prior to the issuance of a certificate of occupancy. Kurt Youngstrom commented that all of these requirements were in process and he would provide Bob Perkins with the name of the person to contact regarding the easement. 4~ Planning - Paula Harvey stated that this plat will require a variance to the subdivision regulations that require all type! of platted property have direct access to street right-of-way. There is an existing drainage and utility easement on the property and Mr. Youngstrom advised that the O.R. number was shown on the plat (bottom. left-hand corner). A carry-over from the site plan review which would apply to the plat -- there should be a cross parking agreement executed between the two properties. Mr. Youngstrom stated this was in process. The remaining portion of the metes and bounds just currently developed with Fortune Savings Bank should also be included in the plat. Mr. Youngstrom agreed. Parks and Recreation - Ream Hilson stated that this nonresidential project is less than one acre and will not be required to pay any open space impact fees as required by City ordinances. MOTI ON .. An ingress/egress easement and a lO-foot utility easement be provided over the water mains up to and including meters and hydrants and they be provided to this site and adjacent properties prior to recording the final plat. 2. A cross parking agreement be executed bet~een the property identified as Turner Professional Park and the property developed with the Fortune Federal Savings. 3. That the remaining portion of metes and bounds 32.06 which is developed with Fortune Savings Bank be included in the plat as another lot. 4. BECKETT LAKE PLAZA, located at the northeast corner of Sunset Point Road and Belcher Road (j) (Previous ORC Review: March 26, 1987) MODIFICATION TO MASTER CPO SITE PLAN - APPROVED WITH CONDITIONS Fire - Nick Lewis had no comments. Public Works - Bob Maran had no comments. Building - Vie Chodora had no comments. Traffic - Don Meerians stated that on this plan the northerly access to Belcher Road had been changed from the previously certified plan. Previously it was a simple intersection but now is a complex intersection with five points of conflict at one intersection. After discussion and reviewing the plans, it was 'agreed this would be returned to what had been submitted previoUSlY which would create clear access. The present plan shows 35 feet. The other plan did not have a dimension so it was assumed it was going to be 30 feet. There should not be two lanes exiting on Belcher Road without a traffic signal because any right-turning vehicle has to look through a left-turning vehicle to see oncoming traffic which creates a sight problem. After discussion, it was determined there would be just one lane to make the left turn or the right turn. There was discussion on some minor adjustments internally, inclUding islands. Utilities - Bob Perkins provided the following written comments. 1. The domestic water services must be tapped to the existing au water main located along the west side of Old Coachman Road, not to the proposed fire line a~ shown on the plans. 2. The proposed water meter sizes must be shown on the final construction plans. Contact the Utilities Engineer to coordinate meter sizing. Failure to do so will delay permit proceSSing at the Building Department. 3. A fire protection sprinkler system may be required by the Fire Department. If so, a detector check with a bypass meter must be installed by the City at the ownerts expense. @ 4. A Pinel1as County Health Department permit is required prior to the installation of the water distribution system. 5. An ingress and egress easement and a 10Mfoot utility easement over the water mains up to and including meters, detector checks and hydrants must be provided prior to the issuance of a building permit. 6. The proposed dumpster locations are approved as shown. 7. The dumpsters must be in a visually screened enclosure. Provide a minimum 12-foot clear opening to the front for access by Sanitation trucks. e. The trash compactor will be serviced by a company under permit by the City. Contact the Sanitation Superintendent for approval of a refuse contractor and coordinate the location of the trash compactor with the contractor. 9. Natural gas is available to this site. Planning - Paula Harvey stated that this is defined as a major site plan amendment which will require review at public hearing by the Planning and Zoning Board and the City, Commission. It was requested that the loading dock area for the Skaggs building have a landscape buffer to visually screen it from the right- ofMway and from the residential area. e As a carry-over from the prior certified plan, a detailed landscaping plan must be submitted prior to the issuance of the building permits, specifically addressing landscaping buffer mechanisms to the single-family homes to the east. L ,I, ~ ~ Discussion: Keith Appenzeller stated he had discussed with Paula Harvey an amendment to the plan made since it was submitted which pertains to the square footage. The building as submitted sho~s a sing'e, one-story building. The developer intends to put a mezzanine level on a portion of the building to allow for offices and employee lounges. They have a plan where they have amended the site plan chart to shaw the 121,200 square feet of building area originally proposed is still intended, including the mezzanine. The only thing that changes is the site plan data chart and the words to show that a mezzanine level is proposed. The loading dock area for the Skaggs building should be screened with landscaping to buffer it from the right~of-way and the residential areas. 2. Detailed landscaping plan must be submitted prior to the issuance of a building permit specifically addressing a landscaping buffer mechanism for the single-family homes to the east. 3. The islands should be adjusted at the drive-in bank facility as noted by the Traffic Engineer. 9. The indication that additional right-of-\iay is being provided on Sunset Point Road ~ould necessitate such right-of-way being given prior to the issuance of the building permit. 10. That the requisite initial building permit be issued within six months from date of certification and all requisite certificates of occupancy be procured within three,years from date of issuance of certification of the final plan. The motion was seconded by Bob ~. e 5. ORe 1/14/88 ., , . ~ Discussion: There was a discussion on number 9 of the motion. Concerning the la-foot strip of right-of-way along Sunset Point Road, Mr. Appenzeller stated that the County is widening this road and is going through a corridor study to determine right-of-way requirements. The County is just starting into the acquisition phase and he has discussed with the County the possibility of the County acquiring this 10 foot of right-of-way. Mr. Appenzeller questioned whether this had to be dedicated to the City with the County getting ready to buy it. Presently. the County doesn't have any authority to ask for the right-of-way because the Board of County Commissioners has only identified a 110-foot corridor. However. they are probably going to need an additional 10 feet to make this work. Mr. Appenzeller stated they have already set back so that the bUildings would not be affected by the additional 10 feet once the County took ft. AMENDMENT TO MOTION Paula Harvey moved to amend item 19 of the original motion for it to state that the reference to the additional 10 feet of right-of-way on Sunset Point Road be removed from the site plan. The amendment to the motion was seconded by Bob~. The motion as amended carried unanimously. (Paula Harvey explained the requirement that all requisite certiffcates of occupancy be procured within three years from date of issuance of certification of the final plan.) e 3. DISCUSSION ITEM (Requested by the City Commission to determine what items and the type of review made of petitions for annexation prior to pUblic hearing.) At the Commission work session of January 4. 19B5. the Commission requested information on the type of review that took place on properties annexing into the City. They questioned whether anybody actually made an on-site visit to examine the general condition of the property to be annexed before providing written comments and whether the City was assuming responsibility or liability for property in a poor condition. Paula Harvey felt the Commission was leaning toward the concept that if properties were going to be annexed the City should know the costs involved. General discussion followed.
