The meeting was called to order by Chairman Haeseker at 9:10 a.m. in the Operations Center Conference Room. Minutes of the special DRC meeting of November 9, 1987 were approved as submitted. ITEM 01 - POST COURT, located approximately 365 feet south of Drew Street and approximately 195 feet east of Old Coachman Roadl directly east of the Florida Power Corp. right-of-way and directly west of U.S. 19. ".S/r""" Parks and Recreation - Chairman Haescker asked that the record show the Parks Department has no comments. MOTION: Paula Harvey moved to approve the final site plan for LaBelle Plaza based upon the finding of this Committee that the plan conforms with the design guidelines for site plan review subject to the following conditions: 1. That the future expansion area of the grocery store should either be shown on the plan with tbe elimination of parking, or reference to it be deleted from this plan. 2. The plan to be certified must show development proposed at the north end of the property in order to assure continued consistency with the site plan previously approved unless this condition is waived by the Interim City Manager. 3. Existing billboards shall be removed by the owner never to be replaced prior to the issuance of a Certificate of Occupancy for the grocery store. 4. Maximum height allowed on buildings with PS ~oning district is 30' and needs to be changed on the plan. 5. Developer needs to show the on-site fire hydrants on the site plan. 6. Any required easements including an ingress/egress easement and a 10' utility easement over water mains up to and including meters and hydrants should be issued prior to the issuance of bUilding permits. 7. The OR book and page number for the agreement of use of the adjacent property should be shown on the site plan. I. 8. Developer should work with the City to assure that SWFMMD permits are obtained and any majo~ revision to the site plan necessary by SWFMMD will be coordinated through Public Works Department. 9. Sidewalks must be'installed prior to issuance of the Certificate of Occupancy. .J 10. Detention should be redesigned to more closely meet the requirements of Public Works Department as referenced in comments number 6 and number 9 of the attached ,comments f rom Pub lie Works. ,. Sanitary sewer system and water system needs to be shown on the plan to be certified. 13. Dumpsters should be visually screened with a 12' wide clear opening. 14. Requisite initial building permits be issued within six months from date of certification of the final site plan and all requisite certificates of occupancy, including those for the out parcels, be obtained no later than January 7, 1993. Motioned seconded by Bob Maran and carried unanimously. ITEM 03'- NORTH BAY COMMUNITY CHURCH (day care center addition), located west of McMullen-Booth Road COURTESY REVIEW OF SITE PLAN Fire Department - Jeff Daniels commented that Access will need another' on site hydrant. Maximum distance of 300" from the property line has been exceeded and will need to be corrected to the satisfaction of the Fire Msrshal. Building - Vie Chodora distributed standard building comments to the developer. Public Works Bob Maran presented written,comments as follows: 1. A 20' drainage and utility easement be granted to the City of Clearwater along Went boundary of the property. 2. The adjacent owner to the West of the church property 1s to grant a 20' drainage and utility easement to the City of Clearwater for a small portion at the N.E. corner to allow the sanitary sewer to connect between Turtle Brooke Subdivision and your property. 3. The sanitary sewer between lots 5 and 6 in Turtle Brooke' Subdivision is to be C-900 with no laterals to adjacent lots off of this line. ; Page 6 ':r I, ',,". +,' , >,' " a @ e " Discussion concerning the 20~ drainage and utility easement followed in which the church made known its desire to acquire the property along their West boundary and it would hinder their plans to build future buildings along this property line if an easement was required. Mr. Maran responded that what Public Works is looking fo~ is an easement across the property to the next parcel. Open to suggestions. After further discussion it was agreed that the minutes would reflect that North Bay will have the ability to vacate this easement by replacing it with one in kind located elsewhere to serve the same purpose. City Engineer will supply a letter stating that at the time another easement is provided that is acceptable elevation-wise the old easement would be vacated. Traffic Engineering - Don Meerians had no comments. Utilities - Bob Perkins distributed written comments outlined in Attachment /13. Planning Ms. Harvey~s comments were as follows: 1 . Future parking references are not approved as shown. Re~oning would be necessary as no provisions in single family zoning for parking on the site. 2. Setback of day center from the North property line will make the building non-conforming upon annexation. Setback requirements for the City of Clearwater will be 15~. 3. Front yard open space calculation will be need to be shown on site plan at which time you would present site plan to the City for construction. 4. For the purpose of future expansion, you will need to provide an actual building height for the sanctuary." . 5. Parking on site as it exists would be deficient for meeting City requirements. Parks and Recr~ation - Chairman Haeseker noted that if "construction is completed in the County yo~ will not need to pay Parks and Recreation impact fee.
