comments - Attachment #3 - Project is exempt from Open Space fee
1n that the site is less than one acre 1n size.
Planning - Paula Harvey said the property Is in the City of
Clearwater but this would still constitute a courtesy review and
the plan would need to go to the City Commission. The building
setback must be no less than 12 feet from the east property line.
There was general discussion about cross parking and other
concerns.
MOTION: Paula Harvey moved that the following comments be
held in reserve by the Committee fqr the purpose of final site
plan approval following review of the City Commission for Turner
Professional Building.
1. Applicant needs to identify the O.R. book and page number
for the drainage easement shown on the site plan.
2. The detention pond needs to be designed to be dry.
3. An ingress/egress easement and a 10 ft. utility easement
over the water line, up to and including meters and hydrants,
needs to be provided prior to the issuance of a building permit.
4. Shared dumpster location is to be shown on the site plan
and a wrltten agreement for the sharing of the dumpster should be
obtained and provided to the City. Dumpster should be enclosed
per city code.
S. The building setback from the east property line must be
adjusted to be no less than 12 feet.
6. The property will be subject to the platting requirements
of the city and consideration of the location of the west parking
lot should be taken into account with the necessity for a cross
parking easement and/or agreement.
7. The applicant needs to clarify what amount of the
building is being leased out to determine net floor area.
B. The zoning of the adjacent property needs to be
identified on the site plan.
9. Site plan submission to the Commission should include
,information regarding the existing development to the west in
order to determine that non-conformlty is not being created by
platting the individual property lines.
lU. For the purpose of the plan approval following
Commission review, the time period for securing the initial
building permit should be six months from the date of
certification of the final site plan and all requisite
certificates of occupancy should be issued within three years
from certification of the final site plan. The final plat should
be recorded within six months from the date of the certIficatIon
of the preliminary pi'ft-n-r plat.

HOTION: Paula Harvey moved to approve the final site plan
for Morton Plant Hospital parking lot based upon the finding of
the committee that plan conforms with the design guidelines for
aite plan review. subject to the following.
@
1. A legal description needs to be shown on the site plan.
2. OER and SWFWMD permits must be Bubmitted prior to the
iasuance of the building permit.
3. Top and toe of retaining wall must be field checked and
staked by the environmental staff prior to issuance-of building
permit.
4. The existing 48" corrugated metal pipe crossing the site
must be replaced with reinforced concrete pipe or lined with
gunite.
5. A 20 ft. drainage and utility easement be provided over
the pipe and ditch.
6. Sidewalks will be required along all adjacent rights-of-
way and should be shown on the plan.
1. Handicapped parking spaces must be designated in the
parking lot.
8. The access on Pinellas Street should be realign~d to
coincide with the traffic aisle in the parking lot.
9. There should be an adjustment to the alignment of the
parking aisle along vacated Sheridan Avenue as required by
Traffic Engineer.
10. Existing water mains crossing the property need to be
adjusted and/or relocated as required by the Utilities
Department.
11. A 10 ft. utility easement will be required along the
south side of the site and that easement should be given prior to
the issuance of the building permit.
12. The requisite initial building permit be issued within
six months from the date of certification of the final site plan
and all certificates of occupancy be issued within three years
from date of certification of the site plan.
Motion seconded by Bob Maran.

ITEM #5 - GULF TO BAY OFFICE BUILDING - located on the north
side of Gulf to Bay Boulevard approximately 210 feet west of
Hampton Road.

Traffic Engineering - There was discussion about sidewalk on
the east side of the property. New loading space under building
needs to be relocated. Entrance would be tying into traffic'

MOTION: Paula Harvey moved to recommend approval of the
final site plan for Gulf to Bay Office Building based upon a
finding of the committee that the plan conforms with design
guidelines for site plan review, subject to the following,

1.. The front yard open space must be readjusted to meet the
minimum requirements and reflected on the site plan.
2. The property line should be adjusted to reflect the
proposed right-of-way dedication and that amount of land would be
eliminated for t~e purpose of meeting minimum requirements of
design and calculations required by code~
3. Sidewalk needs to be shown to be extended across the
mitigation area on the east side of the property.
4. The site plan must be adjusted to provide for a 5 ft.
buffer between the parking lot and the revised right-of-way line
on Gulf-to-Bay.
5. The D.E.R. and SWFWMD permits must be issued prior to the
issuance of any building permits by the City.
6. The loading space shown on the site plan under the
building must be relocated to another area on the site and not be
located within any traffic aisles.
7. An ingress and egress easement and a 10 ft. utility
easement over the water main, up to and including meters and
hydrantst must be provided prior to the issuance of the building
permit.
8. The dumpster must be rotated at the location provided for
on the site plan.
9. Open space fees need to be paid prior to certification of
the final plan.
10. The wetland mitigation area on the east side of the
property must have an application submitted for ~e-zoning to
Aquatic Lands Interior prior to certification of the final site
plan.
11. An easement must be prOVided for the private driveway to
the abutting property to the north as required by the development
order "for the Park Place D.R.I.
12. Signs and fencing are subject to separate review and
permitting.

The proposed water distribution system to serve the
fire hydrant is acceptable. However, the proposed
domestic water service connection cannot be made on
a dead end fire line as shown on the plans. A
revised plan showing the water service connection
being made to an existing looped water main will be
required by the Utilities Department prior to Site
Plan Certification.

. A Pinellas County Health Department Permit is
required prior to the installation of the water
distribution system. Please see attached forms.
. An ingress and egress easement and a lO~ utility

There are several existing water mains located
within the proposed parking lot area that are not
shown on the plans. Any adjustment to these mains
must be done by the City of Clearwater Water
Division. The owner will be billed for this work
on a time and material basis.
. Also, a 10- utility easement will be required along
the south side of the site. The City intends to
install a water main in the easement to improve
water quality and pressure in this area. Please
contact the Utility Engineer at 462-6790 to discuss
the easement area.
