OEVELOPMENT REVIEW COMMITTEE
SPECIAL MEETING
November 9, 1987

The meeting was called to order by Acting Chairman Lewis at 8:30 a.m. in the
Operations Conference Room.
Paula Harvey requested this Special DRC meeting to advise the DRC members of the
initial submission of a site plan for Parcel III of Sand Key. (Settlement
Stipulation dated October 17, 1986. was approved by the City Commission on
October 16, 1986.) Of the four pieces of property dealt with in that settlement,
Parcel III was the only piece designated for "commercial" development. It
provided for 85.000 square feet of commercial. The agreement also said that
either 110 residential units or 220 hotel units could be built -- it was their
option as to how they wanted to split that up. This plan is for commercial
space. There are two restaurants provided for and also another office/service
retail space of 30,000 square feet and a 220-room hotel.
A provision in the settlement was that once the City officially received a site
plan the City had is days in which to respond as to whether or not the plan was
substantially compliant with the settlement. Cedarwood Companies has submitted
its site plan which is substantially in conformance with one of the schematic
drawings attached to the settlement agreement. Paula Harvey has reviewed the
plan in light of what is provided for in the agreement. Cedarwood has agreed to
submit to the City a formal plan for review by the Develop~ent Review Committee
which will show all of the dimensions, utilities, locatiOit of fire ~ydrants,
retention, etc., which are normally seen on site plans. They will do that after
the initial substantial compliance review. Cedarwood has stated that it will
try. as much as possible, ,to meet all of the City's requirements.

Paula Harvey will prepare a letter for Joe McFate's signature to send to them
this week stating that the submitted plan is substantially compliant.
Parking: In terms of parking space size, Paula Harvey advised it was difficult
to tell because dimensions were not provided. Keith Crawford stated that. if
scaled'right. the center aisle is only 55 feet and you cannot park gO degrees in
55 feet. Paula Harvey read from Exhibit "C-l" of the Stipulation: "...length
and width of the spaces. the width of the driveways and other design criteria of
the parking lots/garages will be in accordance with minimum recommendations of
the Urban land Institute.1I Keith Crawford stated that they may be using compact
car requirement and questioned if, should they decide they want 50% compact cars
and use those dimensions for the required spaces. does the City have to abide by
that. Paula Harvey thought the City would have to but noted the settlement
called for 472 spaces but 543 spaces have been provided so there is room to
maneuver. Paula Harvey will advise them that they need to be very clear on the
dimensions provided for the parking spaces in order for the City to make a
determination that. in fact, they are complying.

Retention: Bob Maran stated they did not address this. Paula reiterated that
this is not their final plan. They will submit another plan to the City which
has all details on it. They do have to meet our retention and this is provided
for in the agreement. They know this. Paula Harvey will advise them in the
letter that they do need to specifically address retention because it does not
show up on the plan.
All flood plain requirements must be met. They will meet current codes as far as
construction, flood plan, etc.
This site is subject to all of the regular and normal fees, including
transportation impact fees. By definition in the settlement it is open space
they were allowed to put parking in that so-called area but could not put any
structures.
Paula also advised that they are allowed to make adjustments and changes as long
as they stick within certain parameters (for example, they could not increase
density, etc.)
Paula advised that this plan does not constitute any approval of the Marina --
that is separate and apart.
