Traffic - Keith Crawford commented that the Developer needs to use extra care
that the minimum width requirements for parking spaces are met when the parking
lot is put in, and, also, that the notes on the plan indicate entrance and exit
signs for the drop-off drive which was removed from the plan. The notes should
be corrected to reflect the change.
Utilities - Bob Perkins provided Mr. Ott with written comments.

Planning - Paula Harvey commented that the detention area is to be built in
accordance with the requirements of the Public Works Department, and that the
applicant is to work with the Forestry Inspector to conserve as many trees as
possible on the site. Ms. Harvey also noted that all signs will be subject to
a separate review and permitting process, and that since there is already a
sign on the property that is the shopping center sign, an additional office
sign would require a variance. Ms. Harvey also commented that the Developer
should consider installing a sidewalk across the adjacent Florida Power right-of-
way. Finally, Ms. Harvey commented that the notes on the plan are to be corrected
to reflect the actuai proposed development on the site plan.
Parks & Recreation - Ream Wilson commented that this project is exempt from the
City's open space assessment ordinance in that park dedication requirements were
satisfied at the time the property was annexed.

Paula Harvey moved to approve the final amended site plan for Dyson Countryside
Office Building based upon the finding of this Committee that the plan conforms
with the design guidelines for site plan review subject to the following:
1. Detention area shall be built in accordance with the requirements of
the Public Works Department.
2. The applicant shall work with the Forestry Inspector to conserve as
many trees as possible on the site.
3. All signs shall be subject to separate review and permitting processes.
Since there is already a sign on this property, a variance will be
required for the office property sign.
4. That the dumpster shall be visually screened with a l2-foot-wide clear
opening. Such screening may require a setback variance.
5. Siamese connection to be relocated to an area near the fire hydrant.

6. That the o. R. Book and Page Number for the private access road easement
off of Enterprise Road be shown on the final site plan.
7. That a 10-fooe easement be provided over all existing and propo~ed water
lines up to and including meters and hydrants prior to the issuance of a
building permit.

Mr. Maran suggested that the Architect pick up a copy of the City's design standards,
and the architect agreed to redesign the system to meet the City.s criteria on the
final site plan.
Building Department - Andy Onufer submitted the Building Department's standard
comments, and also the following additional comment: This structure is located
in Flood Zone A-12, Elevation 11 feet. Architect must abide by Chapter 39, of
the Southern Building Code, and Section 146 of the Clearwater Ordinance.
Traffic Engineering - Keith Crawford verified which parking shown on the plan
was for this project and which was for the condominium next door to this project.
Utilities - Bob Perkins submitted written comments.

Planning - Paula Harvey commented that signs and fencing on the site will be
subject to separate review and permitting. Also, private easements must be
obtained for the driveway that has been shown across the abutting property, and
those must be obtained prior to the issuance of a building permit.
Parks & Recreation - Ream Wilson commented that this project will owe the open
space and recreation facility land fees. The worksheet is to be completed.
The open space and recreation facility land fees are payable prior to the City
certification of the final site plan. The recreation facility fees are payable
at building permit phase.

Discussion ensued that the carport structures on the plan were eliminated because
a variance was required. If it is later decided that the carports are required,
a variance will be applied for.
Further discussion ensued on Mr. Maran's previous comments. It was decided that
Mr. Maran would recommend that the engineer make the modifications prior to
certification.
MOTION
Paula Harvey moved to approve the final site plan for "The Islander", based upon
a finding of this Committee that the plan conforms with the design guidelin~s for
site plan review subject to the following:
1. Signs and fencing are subject to separate review and permitting processes.
2. Easements must be obtained for the proposed private drive across the
abutting property prior to the issuance of a building permit.
3. Storm water detention must be provlded on the site as required by the
Public Works Department and shown on the final site plan. Any adjustments
to provide such detention which necessitates relocation of parking,
building, or other major items on the plan, will necessitate a~ additional
review by this Committee.

Passage.

5. That the certified plan must be signed and sealed by a registered engineer.
6. DER and SWFMMD perndts must be provided to the Public Works Department
p~ior to the issuance of a building permit.
7. Contours and/or spot elevations must be shown on the final site plan
to be certified.
8. A la-foot easement must be provided over the water line up to and
including meters and hydrants prior to the issuance of a building permit.
9. Domestic water service must be tapped to the existing water main along the
north side of Dory Passage.
10. That the required open space and recreation land fee must be paid prior
to certification of the final site plan.
11. That the initial building permit be issued within six months from .Jate
of certification of the final site plan, and all certificates of o~nupancy
be issued within three years from date of certification of the final site
plan.
12. That the siamese connection be relocated to an area near the fire hydrant.

FINAL SITE PLAN - APPROVED WITH CONDITIONS
Fire Department - Nick Lewis had no comment.
Public Works - Bob Maran had no comment.
Building Department - Andy Onufer submitted the typical Building Department written
comments.
Traffic Engineering - Keith Crawford commented that on the site plan there should
be a line connecting the rights-of-way and where they will be, ~nd where the new
property line is going to be as the result of vacating Missouri Avenue.
Utilities - Bob Perkins commented that a dumpster location is needed. Presently,
it is in the right-of-way. The dumpster is to be visually screened.
Planning - Paula Harvey commented that Missouri Avenue will have to be vacated from
Seminole Street to Palmetto. This vacation should occur prior to the issuance of
the building permit.

water service and fire line. Please see the
attached forma.
A rollout dumpster system is acceptable for this
site. It is the responsibility of the owner to
rollout the dumpster to a designated location at. a
scheduled time as approved by the Sanitation
Superintendent.
. Natural gas is available to this site f~om an
existing two inch main located along the east side
of Larboard Way. If natural gas is to be used,
please contact the Gas Division at 462-6630 so that
all mains can be laid prior to placement of the
parking lot base.
