The meeting was called to order by Nick Lewis, Chai~n. at 9:00 A.M., in the
Operations Center Conference Room.
Minutes of the regular DRC meeting of September 10, 1987, were approved with

Bob Maran - Stated that he had talked with Mr. Howard, the architect for the
project, regarding the concerns of the Public Works/Engineering Department.
The main concern is that a Final Site Plan is needed at this stage. which would
show the utilities on the plans, including water & sewer lines and dumpster
location. Mr. Maran, also, stated there are concerns regarding Weston Drive
being brought up to standards on the east side. The minimum requirements would
be 24 ft. of pavement, and curb and gutter. Before the City can provide the
property with sanitary sewer all of these items have to be up to standard.
When Mr. Maran questioned the permitting, Mr. Campouroglou replied that the
permits would be taken out ~ith the City. Mr. Maran stated it would be his
recommendation that they come back to DRC with the Final Site Plan with the
engineering addressed on it. Mr. Maran, also, stated concerns with the
location of the retention pond, and suggested that it be placed at the entrance
to the property, (northwest portion of the site). There is a 12" storm pipe
along the north side and it could discharge into that pipe for better
drainage. This should be a detention pond because the City prefers positive
draindown into the storm system. Also, there should be a meeting with the
Public Works Director concerning Weston Drive improvements.
Andrew Onufer - Written comments were given to the developer stating that a
parking lot lighting plan is requested at the time of permit application;
separate permits are required for each bUilding. parking lot, fences (including
dump8terlocation). aud signs; and that the architect or developer may contact
Julie Jeffers, Senior Inspections Clerk, about permit procedures. Victor
Chodora, Chief of Permits, can answer questions on permitting and codes.

Keith Crawford - Questioned the handicapped spaces, and stated that the State
law requires that handicapped spaces be located in a manner in which they do .
not have to maneuver behind a parked car in order to get to the entrance.
There doesn't seem to be any provision for the handicapped to get from the
parking space to the door.
Cecil Henderson - PrOVided written comments which stated, "The Site Plan for
this project does not show a water distribution system or refuse collection
plan. It will be required that all proposed water main and meter sizes and
locations, fire protection systems, fire hydrant and dumpster locations be
shown on the Final Site Plan. Please contact the Utilities Engineer at
462-6790 concerning these requirements. Failure to do so may delay pe~it
processing at the Building Department."
Paula Harvey - Commented on (1) parking; remarking that the Clearwater code
states that you will prOVide parking based on a formula of either one space for
three seats in the assembly area or one space for 30 sq. ft. in the assembly
area, whichever is greater. What the Committee will need is the square footage
contained in the assembly area, so that we can be assured sufficient parking
will be provided in the parking area. (2) Fencing is subject to a separate
review and permitting and cannot exceed 2.5 ft. within the structural setback
area from Weston Drive. (3) Stated the Committee is aware that the current
owner of this property 1s claiming ownership of an area between the north
property line and the south property line of Terra Alto Subdivision. During
the process of annexation the City at that point of time will not actually
proceed with the actual ordinance reading of the annexation until that has been
clarified. Mrs. Harvey questioned if the ownership had been determined, and
Mr. Campouroglou stated that they have already recorded it and should have a
clear deed on it. Mrs. Harvey sta~~d that that land area must be shown on the
site plan. (4) The building height needs to be shown as a figure, in feet,
identifying that on the site plan.. (5) A1l grass parking in the City of
Clearwater is to have the specific approval of the City Engineer and Traffic
Engineer.
Ream Wilson - Provided written comments stating, "Site-Plan - This
non-residential project exceeds one acre and is therefore required to satisfy
the City's open space assessment ordinance. The developer or his
representative should complete the top portion of the attached worksheet and
return same to the Parks and Recreation Department. A copy of the most recent
sales contract has been received. However, a copy of the just value from the
Pinellas County Property Appraiserts office should be submitted with the
worksheet. The open space assessment fee is payable prior to City
certification of final site plan and questions conerning this matter may be
directed to either Ream Wilson or Art Kader at 462-6532." Mr. Wilson stated
that the open space assessment should be paid prior to certification of the
Final Site Plan. The 4% open space assessment is baaed on either the purchase
price or the assessed price, whichever is greater. A copy of the assessed
value should be provided to the Parks Dept.
Discussion ensued regarding the difference between certification of the oite
plan and final approval by the Commission. Mr. Onufer stated that a bUilding
permit cannot be issued) but they could accept all the papers and as 800n as it
is approved the Building Dept. can start working on it.
Nick Levis - Stated the Fire Department's concerns were regarding fire
hydrants. The Final Site Plan will need to show the hydrant no fat"ther than
'300.feet from the farthest point of the building.

Nick Lewis - Commented that the concerns of the Fire Department are hydrant
placement. The site plan needs to show the water lines, hydrants, siamese
connections (if possible), keeping in mind that anything on the overall site
must be covered by a fire hydrant that is no farther than 300 ft. from the
farthest point of that building.
Paula Harvey moved to approve the Final Site Plan for the Horton Plant Hospital
Campus Women's Psychiatric Center Addition, based on finding of this Committee
that the plan conforms with the design guidelines for site plan review subject
to the following:
1. A dimension needs to be provided for the distance between the Bay
Avenue right-of~ay and the building overhang, not to exceed 5.35 ft.;
2. The building height needs to be identified on the site plan, not to
exceed 118.28 feet;
3. A single-sheet site plan for the Women's Addition needs to be
provided--such plan to provide all of the site data requirements of
Section 137.010;
4. The aite plan for the Women's Addition should be accompanied with a
single-sheet of the overall CampuR master plan of Morton Plant,
providing similar information required by Section 137.010.;

Calculations will need to be shown for interior landscaping
requirements on the site plan;
All parking must meet City standard dimensions;
The existing dumpster will need to be modified to meet City code;
Open space fees that may be required by the Parks and Recreation

Fire hydrants must be provided on the site as required by the Fire
Harsha1; and,
That the requisite initial building permits be issued within six (6)
months from the date of certification and all requisite certificates
of occupancy be issued within three (3) years from the date of
certification of the Final Site Plan.
Cecil Henderson seconded the motion.
The Chairman called for discussion on the motion.

Ream Wilson commented regarding the aingle-sheet site plan for the Women's
Psych. Center that it should also show any existing buildings that are on that
particular site~ even if they are to be torn down to make way for this
building. Mr. Henderson questioned if the six month requirement mentioned for
building permits would cause any problems for Hr. Knettel. Hr. ICnette1 stated
they would like to pick them up by January 1st, and felt ~here would not be a
problem. .

Bob Maran - Commented that the building plan ahou1d show more involved storm
system. The Public Works Department would like to have that line extended up
the hill and see that the drainage coming behind the building would dump into
the parking lot and not go all the way down behind the bUilding.
Andrew Onufer - Presented written comments to Mr. Francis, with the remarka
that the Parking Lot Lighting Plan is requested at the time of permit
application; aeparate permits are required for each building, parking lot,
fences (including dumpster location), and aigns; and the architect or developer
may contact Julie Jeffers, Senior Inspectiona Clerk, about permit procedures.
Victor Chodora, Chief of Permita, can answer questions on permitting and codes.
Keith Crawford - Stated that it meets the Traffic Engineering minimum
requirements of the code.
Cecil Henderson - Presented Written Comments (Attach. H1)
Paula Harvey - Stated (1) it is to be noted that signs and fencing are subject
to separate review and permitting; (2) the developer will be required to file a
unity of title on this project, provided for in Section 137.0065, (the standard
form may be obtained from Sandy Glatthorn in Planning Department or the City
Attorney's office), and this should be filed prior to certifying this plan;
and, (3) as the laundry facility was not initially on the preliminary plan, and
that being part of the building structure, it needs to be separated by a
minimum of 20 ft. from the building to its west.

Nick Lewis - Commented that he concurs with the Utilities Director as to
looping the water distribution system.

Cecil Henderson moved to approve the Final Site Plan for Pine Street North
based on a finding of this Committee that the plan conforms with the design
guidelineefor site plan review subject to the following conditions:
1. The proposed water distribution system be revised as required by the
Utilities Depa~tment;
2. that 10 ft. utility easements be granted over the water mains, up to
and including meters and hydrants, prior to the issuance of the
bUilding permit;
3. That the proposed dumpster locations be modified as required by the

Comments:

The proposed water distribution system cannot be
approved as shown. The water main must be looped
along the west property line, not in the center of
the site as shown on the plans, and the main size
must be changed from 3" to 4".

. A lO~ utility easement must be provided over the
water mains up to and including meters prior to the
issuance of a building permit.
. A Pinellas County Health Department Permit is
required prior to the installation of the water
distribution syste~. A minimum 10. clearance
should be maintained where the water main parallels
the sanitary sewer lines and the proposed
buildings. Please see the attached forms.
Natural gas is available to this site from an
existing 2" main located along the south side of
North Pine Street. If natural gas is to be used,
please contact the City~s Gas Sales'Office at
462-6340 so that arrangements can be made to
install the gas lines prior to the placement of the
p~rking lot base.

. The/proposed dumpster locations are approved where
shown on the plans. However, the dumpster pad at
the laundry room must be rotated to face in the
same direction as the'dumpster pad to the east.

The dumpsters must be in a visually screened
enclosure. Provide a minimum 12~ clear opening
the front for access by Sanitation trucks.
