Minutes of the regular DRC meeting of May 14, 1987, were approved as corrected. Minutes of the regular DRe meeting of July 9, 1987. were approved as submitted. 1. Regency Oaks Retirement Center, located at the southwest corner of intersection of Union Street and Soule Road. (Sylvan Abbey Memorial Park) FINAL RPD MASTER SITE PLAN APPROVED WITH CONDITIONS Nick Lewis - No comments. Bob Maran - Commented the City will ask that a 30 foot half right-of-way for Union Street adjacent to the site be dedicated to the City prior to iSBuance of the . , puilding permits; a 30 foot half right-of-way for Soule Road should be noted on the .' plan and if O.R. numbers are available they can be referred to on the plat; and, Union Street are currently undeveloped and Developer will be responsible for building one half of a rural road section. Mr. Tim Johnson felt the issue is that the road gets built not who builds the road. He advised there is an agreement with the developer to the north concerning the construction of the road. lie requested the ~ ~ondltion not be written requiring Regency Oaks build half the road. Sandy Glatthorn- commented t.hat: 1) The site plan may not be certified until the annexation is final, scheduled date being December 3. 1987j 2) Prior t.o certification of t.he final site plan, the applicant shall obt.ain conditional use approval by Planning and Zoning for t.he nursing home unless a finding is made t.hat. the proposed special annexation agreement (currently in draft form and under review) would negate the process; 3) That fencing and signs are subject to separate review and permitting; 4) The area under DER jurisdictional limits should. subsequent to annexation and zoning, be rezoned to AL/I and notation must be provided on the site plan to indicate such action; 5) The total number of beds/units and the appropriateness of the proposed uses in the "Nostalgic Center" to the RPD zoning dist.rict. shall be subject to review and approval by the Planning and Zoning Board with recommendation to City Commissionj 6) A typical floor plan should be shown; 7) The number oi;', employees for congregate care shall be reflected in the parking calculations; and, 8) The requisite initial building permit shall be procu~ed within 6 months of certification of the final site plan and the certificate of occupancy shall be procured within 3 years of certification of the final site plan. I'f:'!\ ~ Ream Wilson - Commented he is unsure or the end result of a proposed annexation agreement. He advised that until final resolution of annexation agreement the residential project will be required to satisfy the City's open space and recreation facility land fees. Mr. Tim Johnson briefly explained the proposed annexation agreement. Mr. Kelley Johnson advised the proposed project has a different type of licensing than that. of the Hampton project, which is more in the line of a retirement hotel. He stated the proposed project will include a nostalgia village with services for residents only. He also stated there will be an activities director to direct the activities of the residents to include arts and crafts, an indoor swimming pool, and shuffleboard. Mr. Simmons stated it would not be possible to have the nostalgia center used for City use because the use of the nostalgia c~nter will require using a resident credit card and there will be no exchange of cash. !lOTION: Sandy Glatthorn moved to approve the final RPD master site plan for Regency Oaks Retirement Center based upon a finding of this Committee that the plan conforms with the design guidelines for site plan review subject to the following: 1. 'That the site plan may not be certified until the annexation is final-- scheduled date is December 3. 1987. 2. That prior to certification of the final site plan, the applicant shall obtain conditional use approval by the Planning and Zoning Board for the nursing home unless a finding is made that the proposed special annexation agreement (currently in draft form and under review) would negate the process. - 3. "., .': ~ VO placing a time limit is so a Developer meets the City rules that are in effect at the time of approval and placing no time limit on a project would allow a Developer to complete a project following outdated rules. Mr. Tim Johnson advised the proposed annexation agreement provides that the project must meet all building and permitting processes in eftect at the time of application. Mrs. Haeseker suggested Condition #15 be amended to delete the 3 year limit and to insert in Condition #15 that the certificate of occupancy shall be procured in accordance with the annexation agreement. Condition 015 of the motion was amended as follows: 15. That the requisite initial building permit shall be procured within 6 months of certification of the final site plan and the certificate of occupancy shall be procured in accordance with the annexation agreement. There was no further discussion on the motion and the motion carried unanimously. 2. Life Savings & Loan Association, located on the east side of U.S. 19 north of Drew Street. FINAL SITE PLAN - APPROVED WITH CONDITIONS Nick Lewis - No comment. Bob Maran - No comment. ~ Andy Onufer -No comment. Don Meerians - Commented the required number of parking spaces is 94. He questioned if the proposed 40 foot utili ty easement should be 40 foot utility and drainage easement. Bob Maran indicated there is an existing 50 foot drainage and utility easement and should be shown on the site plan. Bob Perkins -Submitted written comments to the Developer requiring that 1) A note stating domestic water service will be provided by the existing meter be shown on the plans prior to their submittal to the Building Department; and 2) The Dumpster must be in a visually screened enclosure with a 12 foot wide clear opening. Sandy Glatthom-Commented that: 1) The site plan shall be revised to meet the minimum 50% front yard open space requirement or the applicant must obtain a variance t.o this requirement prior to certification of the site planj 2) The parking ~equirement listed in the site data on the site plan shall be corrected to be 4.5 spaces per 1,000 square feet; 3) The required interior landscaped areas in the parking lot shall be delineated (by shading or crosshatching) on the site plan and shall be subject to approval by the City's Environmental Management Division prior to certification of the site plan; and 4) The requisite initial building permit shall be procured within 6 months of certification of the final site plan and the certificate of occupancy shall be procured within 3 years of certification of the final site plan. - Ream Wilson - fees. Mr. St. Jean advised that a company pickup truck is used to pick up trash throughout the project and the trash is then placed in the dumpster. Sandy Glatthorn moved to approve the final site plan for Carlisle Motors Auto Service Center based upon a finding of this Committee that the plan conforms with the design guidelines for site plan review subject to the following: 1. That the dumpster being used for this site be brought into conformance with City standards. 2. That any landscaped island in the right-of-way for Bamboo Lane is subject to the approval by the Traffic Engineer and City Engineer and, if approved, shall be maintained by the private property owner and subject to removal at the owner's expense. 3. That the site plan shall be in accordance with setback requirements. 4. A minimum 10- clearance should be maintained where the water main parallels the sanitary sewer lines. Please see the attached forms. · A 10- utility easement must be provided over the water mains up to and including hydrants, meters and detector checks prior to the issuance of a building permit. -) · Detector check installations must be made on the fire lines by the City at the owner-s expense. The proposed water meter sizes must be shown on the Final Construction Plans. Please contact the Utilities Engineer at 462-6790 to coordinate meter sizing. A Pinellas County Utility Permit is required prio~ to the City making the water taps along Soule Road. . The proposed dumpster locations are approved where shown on the plans. However, the dumpster pad adjacent to the meeting room should be rotated in a counter-clockwise direction to provide access from the north for sanitation trucks. The dumpsters must be in a visually screened enclosure. Provide a minimum 12- clear opening to the front for access by Sanitation trucks. . A natural gas main extension to serve this site may be feasible depending on the extent to which gas would be used.
