Knettel, Smith, Korach, The meeting was called to order by Chairman Haeseker at 9:05 a.m. in the Operations Center Conference Room. Minutes of the regular D.R.C. meeting of June 12, 1987 were approved with correction as noted on iage 4. ITEM 01 - LIFE SAVINGS & LOAN ADDITION, located on the east side of U.S. 19, north of Drew Street. FINAL SITE PLAN Fire Department - Nick Lewis advised a fire hydrant will be needed on the site within 300' of the building. Public Works - Bob Maran stated the proposed retention pond as shown on the plans is only sufficient for what is proposed for this development, not the out-parcel. Legal description must be revised"prior to going to certification. A 40' drainage and utility easement is to be dedicated prior to issuance of a building permit. FINAL SITE PLAN Fire Nick Lewis had no comments. Public Works - Bob Haran had no comments. Building - Standard written comments Were given to the developer. Traffic Engineering - Don Meerians~ comments were as follows: I. Changes on parking will be required to bring parking to City code. 2. Sidewalks will be required or a waiver will need to be secu red. Utilities - Cecil Henderson provided written comments to the developer. (Attachment Q3) @ Planning - John Richter stated that there is a 35~ setback requirement from Main Street. The second story addition must meet that requirement or a variance must be secured. Plan shows 30~ and needs to be adjusted. Parks and Recreation - Ream Wilson stated that this project is exempt from the City~s open space assessment ordinance. MOTION Cecil Henderson moved to approve the Final Site Plan for General Telephone Countryside Central Office based on a finding of this Committee that the plan conforms with the design guidelines for site plan review and subject to the following conditions: I. That the parking lot be brought up to City code as required by the Traffic Engineering Department. 2. Either sidewalk or a waiver thereof be provided. 3. That a dumpster location/be shown on the final construction plan which meets the City standards. 4. Subject to meeting the City~s setback requirements. J, -] 5. Motion seconded by John Richter and passed unanimously. ITEM #7 - EDDIE C. MOORE PARKING LOT ~ COURTESY REVIEW PRESENTED BY REAM WILSON - Accepted with conditions. Cecil Henderson moved to accept the plan with the follOwing conditions: 1. That the fillet area providiag for cirCulation as required by the Traffic Engineer be added to the plan. Motion seconded by Bob Maran and carried unanimously. 2. That proper marking of the one-way circulation be made. The proposed dead-end water main on the north side of the site must be looped into the existing water main located along the west side of Bayshore Boulevard. @ . A Pinellas County Health Department Permit is required prior to the installation of the water distribution system. Please see the attached forms. . A Pinellas County Utility Permit is required prior to the City making the water tap along McMullen Booth Road. Written notification must be provided to the City when paying water tap fees. . A 10~ utility easement must be provided over the water mains up to and inclUding hydrants and meters prior to the issuance of a Building Permit. . The proposed dumpster location on the north side of the site cannot be approved as shown. A location must be provided which will allow adequate clearance for sanitation trucks to turn around. .
