Bob Maran - Provided developer with written comments stating that Public Works cannot
recommend approval of site plan unless the roadway improvement is shown for 3rd AVe. S.
The adjacent roadway must be part of this plan and not addressed at a later date. 3rd Ave.
S. is to be designed as a standard City street. A R.O.W. permit for the entrance onto
U.S. Kwy. 19 is to be obtained. Maureen Mack stated that Dimmitt would prefer to vacate
roadway.
Keith Crawford Strongly opposed to vacating 3rd Avenue roadway. Discussed parking
violations which are taking place at dealership. Bob Maran discussed roadway construction
and restated that Public Works will vote to deny until 3rd Avenue roadway is addressed.
Betty Haeseker question Dimmitt representatives as to why they cannot control car
carriers to unload on Dimmitt property.

HOTlON Bob Maran moved that the plan be denied until 3rd Avenue South can be properly addressed
by the owner to either have the roadway built, or to have the right-of-way vacated, or
have their engineer design the roadway to be shown on the plans and then have the
improvements bonded for a time period to be decided in agreement with the Public Works
Department and the ownert or another method acceptable to the City. Loading area is to
be designated on plan, and plan to be revised to show correct front yard calculation.
Motion,was seconded by Nick Lewis. Motion denied.
MOTION Keith Crawford moved that the plan be denied until 3rd Avenue South can be properly
addressed by the owner to either have the'roadway built, have their engineers design
the roadway to be shown on the'plans and then have the improvements bonded for a time
period to be decided in agreement with Public Works Department and the owner, or another

wanted and keep everything on their own property.

Paula Harvey moved to approve the final site plan for the Babcock Office Complex based
upon a findIng of this Committee that the plan conforms with the design guidelines for
site plan review subject to the following:
Prior to certification of the final site plan an application be submitted to rezone
to aquatic land interior that portion of the property under DER jurisdiction and
fees for processing that application to be waived
An easement must be provided over the drainage ditch prior to issuance of a building
permit.
Final site plan show a five (5) foot sidewalk along S.R. 590 and McMullen-Booth Road
Storm water detention should be designed to drain dryas required by Public Works Dept.
The driveway on S.R. 590 be realigned as required by the Traffic Engineer
A ten (10) foot utility easement be provided over the water main up to and including
meters and hydrants prior to the issuance of a building permit
Dumpsters to be visually screened with a twelve (12) foot wide clear opening
Site plan to show. a net acreage calculation which deletes the acquatic lands interior
area in order that the appropriate open space fee can be calculated
Requisite initial building permits be issued within six (6) months from the date
of certification of the final site plan and all requisite certificates of occupancy
be issued within three (3) years from date of certification of the final site plan.
Motion was seconded by Bob Maran. Motion carried unanimously.

1. Where existing, driveway entrances are being eliminated the concrete is to
be removed a"d c~rb,enJ gutter is to be built similar to what is adjacent to
drives.
2. Any existing sidewalks that are broken or damaged dUI'ing construction are
to be replaced prior to issuance of a C.O. If the developer elects to replace
long stretches of sidewalk the new sidewalk in to be 1 ft. off the new R.o.W.
line.
3. Right of way requirements on Booth and Grove as shown on the plan are to
be dedicated prior to issuance of a building permit.
4. A new 8" sanitary sewer main is to be run from the City system to the site
and a sanitary M.H. is to be placed at tho property line where the developer tics
his private line to our system.
5.; At the center of each propos~d dry detention area a soil boring, water table
and percolation test is to be made to determine feasibility of proposed design.

COMMENTS: Site Plan - This non-residential project" will be
required to satisfy the City's open space assessment ordinance.
The developer or his representative should complete the top
portion of the attached work sheet and submit same to the
Parks and Recreation Department. A copy of the most recent
purchase contract and a copy of the just value from the
Pinellas County Property Appraiser's Office should be sub-
mitted with the work sheet.
The open space assessment fee is payable prior to City certi-
fication of final site plan. Questions concerning this
matter may be directed to either Ream Wilson or Art Kader
at 462-6532.
