Bob Maran No forma.l comment. After discussion. Developer advised it is intend~d to keep retention area wet. Developer understood a wet retention area must be maintained with a oix (6) foot water level. After discussion concerning the proximity of somo buildings to bank of retention area, Developer advised the confi~uration of the development will not. change but there may be a slight down- size of the development which may allow more room between building and retention area and will allow more open space. BDb Perkins Commented that dump&ter locations need to be changed for access by sanitation trucks; Pinellas County Health Permit will be required; Pinellas County Utility Permit will be required prior to the City making the water tap along Old Coachman Road; and a ten (10) foot utility easement must be provided over the water mains up to and including hydrant~ and meters. FLORIDA CONVALESCENT CENTERS REQUEST FOR EXTENSION OF TIME TO FILE PLAT APPROVED Chairman Haeseker advised that Florida Convalescent Centers was required to have its plat in on January 18, 1987. They did not have it in and this Committee can extend the time for recording of plat. Everything required is in except: a. the bond which is being worked out with the City Attorney and should be complete by April 25. 1987; b. titles left off the consent to plat and one seal not affixed properly are being corrected; and c. the proof of ownership written March 31. 1987, is good for only one month but this can be updated. There were no comments by other members of the Committee. Chairman Haeseker requested a motion which would allow Florida Convalescent eenters to have until May 18. 1987. to record the plat. MOTl ON Andy Onufer so moved. Ream Wilson seconded the motion. The motion carried unanimously. (b.) ONE KAPOK TERRACE REQUEST FOR AMENDMENT TO SITE PLAN APPROVED WITH CONOITIONS . This was brought to the ORC committee by Paula Harvey. (Copies of the site plan were available for viewing.) Paula Harvey provided the fOllowing information. The project for all intents and purposes is complete. The Performing Arts Center is going to buy a part of this property ~~ the very east corner of the site with a building in place which PACT will use for classrooms and offices. In order for PACT to purchase this property, the site plan for One Kapok Terrace must be amended to remove the particular piece to be sold from the RPD and on the master site plan. The calculations to reflect this deletion have been adjusted. The site plan distributed was not for the proposed PACT purchase but an amendment to the One Kapok Terrace site plan which we have to have done to go along with the rezoning. There was a discussion about the PACT site including Keith CrawfordlS,various concerns about parking and the fact that Kapok Terrace would not want to give PACT access through their private drive. All concerns regarding PACT will be addressed when PAeT files its plat. Pau] a H~rvey asked if there were any objections to the amendment of One Kapok Terrace. Bob Perkins stated that he would like to get a blanket water easement over the entire property. There were no further comments. MOTI ON Paula Harvey moved to approve the amendment to the One Kapok Terrace site plan sUbject to the following: 1. That there be a submission of a preliminary plat for the parcel being sold to the Performing Arts Center. Such plat is to provide information regarding the proposed access' to the PACT property and easements necessary to provide such access. 2. That the water main easements for One Kapok Terrace be given within six weeks from this date. Andy Onufer seconded the motion. The motion carried unanimously. Discussion Ream Wilson advised that a press box is being added to the COUNTRYSIDE SPORTS COMPLEX on McMullen-Booth Road...the football and soccer fields. Discussion of the proper procedure followed. This would be a minor amendment. Ten (10) copies of the site plan showing the addition of the building on the site plan should be given to John Richter. If the plans haven't already been reviewed by Building and Fire. they wi 11 be. This amendment will go through the regular channels and be brought to DRC. There was discussion concerning what can be done to make it safer when there are 400 or 500 cars going to the soccer field. Keith Crawford stated the road could be widened to allow for a left-turn lane. He also noted that if the County had realized that many cars would be going into the facility they would have required thi~ in the beginning. It was agreed this is a bad situation and an added concern is the fact tha~ the cars stopped to make the turns are full of children. The problem of people parking in the right~of-way and backing out was discussed. The property is in the City with a County right~of-way. This all needs to be posted. There was Elizabeth S.
