The meeting was called to order by Chairman Haeseker at 9:05 a.m.
in the Operations Center Conference Room.
Minutes of the regularD.R.C. meeting of February 26, 1987 were
approved as submitted.
ITEM #1 - TOYOTA OF CLEARWATER (to be known as Automana e or
Toyota of Clearwater Mitsubishi)
MAJOR, AMENDMENT TO FINAL SITE PLAN
Nick Lewis - No comments.
Bob Maran - A 40' drainage and utility easement is required for
the .193 acre portion abutting U.S. Highway 19 that is presently
an ingress and egress easement.

PRELIMINARY SUBDIVISION PLAT
Nick Lewis - No comment~~
Bob Maran - Engineering comments will be discussed with developer
at some future time. Other comments were as follows:
1. A 20; drainage and utility easement will be
required along the South property line of Lots 29
to 37. After discussion between developer and
Mr. Maran, it was stated that a 15; easement is the
least the City can accept.
2. The conservation easement and landscape easement is
to be owned by the adjacent lot owners and not by
an association. Developer stated this presents
quite a problem for him. Ms. Haeseker responded
that this is not an arguable item, and that the
Board will not approve an association owning
conservation and landscape easement.
3.
Lots 23 to 29 abutting the detention area should be
adjusted to divide up the maintenance of the ponds
more equally.

Keith Crawford - Wall shown on plat not to be construed as being
approved by Committee separate from processes involved. Proposed
median on McMullen Booth Road will preclude left turns into
entrance shown on plat.
Bob Perkins - Written comments as shown in Attachment OZ, with
the exception that Attachment requires a 10; Utility easement
along south side of Lot 34 and Mr. Perkins asked for a 15;
easement.
Paula Harvey - Comments from City Forester as shown in Attachment
03, of particular ~oncern is protection of the 5311 live oak tree.
Planning had the further comment that individual lot builders on
lots platted as double front and cul-de-sac lots must have a rear
setback of 30; from right-of-way. (Abbey Lake Road and McMullen
Booth Road)

MOTION:ITEM 02 - HOMESTEAD OAKS, located on the west side of
McMullen Booth Road approximately 280 feet north of Main Street.
Paula Harvey moved to approve the preliminary plat for Homestead
Oaks based on a finding of this Committee that the site conforms
with the design guidelines for sites and subject to the
following:

That if it is necessary to preserve the 53" oak
located at the front of lot 5, that consideration
be given to shifting Homestead Oaks Drive and any
change be coordinated through Public Works,
Traffic Engineering, Forestry Inspection and
Planning and Urban Development.
2. That the conservation and landscape easement areas
shown on the preliminary plat must be adjusted to
be part of the adjacent platted lots.

3. That the wall location and the wall height be
subject to separate review in the permitting
processes.
4. It should be noted that the minimum building
setbacks from all rights-of-way is 30~.
5.
That a 15' drainage and utility easement be located
along the south property line behind lots 29-37.
6. That lots ~3-29 should be more equally drawn in
order to more equally divide the maintenance of the
retention pond area.
7. That a 10' utility easement be provided between
lots 12 and 13 and between lots 34 and 35.
B. That open space and recreation land fees be paid
prior to recording of the final plat.
9. That the final plat be recorded within six months
from date of certification of the preliminary plat.
Motion seconded by Bob Maran and carried unanimously.
ITEM 13 - OAK RIDGE ESTATES, located at the northwest corner of
S.R. SBO/County Road 50 (Main Street) and Abbey Lake Road (future
Landmark Drive)

Bob Maran - 30' wide street and standard cul-de-sacs will be
required and the median should be eliminated. Plan doesn't work
from the storm drainage aspect and must be redesigned. Mr. Maran
will recommend denying the plat unless storm drainage problem is
worked out. Would further recommend that one lot be dropped from
the plan.
Vic Chodora - No comments.
Keith Crawford - The entrance area of Ridge Court must be
straightened out. Noted that Lot 6 has only 20' for driveway at
the curb line and questioned if this may be too restrictive.
Sidewalks would be required along all rights-of-way unless a
waiver is obtained. Developer replied that a waiver is being
requested along the future Landmark Drive.
Bob Perkins - Presented written comments as shown in Attachment
#4.
Paula Harvey - Presented written comments as prepared by the City
Forester. (Attachment #6). Mrs. llarvey further commented that
the plat needs to show that the easterly setback for Lots 1, 2, 3
and 4 are 35' from Abbey Lake Road (Landmark Drive).
Ream Wilson - Wanted developer to be aware that 8 units is the
threshold for impact fees and that below that number the facility
fee would be the be $200 a unit. Certified site plan should be
noted to show the net size of the project. Further comments
noted in Attachment #7.
MOTION: Paula Harvey moved to approve the preliminary plat for
Oak Ridge Estates based on a finding of this Committee that the
plan conforms with the design guidelines for plat approval
subject to the following:
1. That it be shown on the preliminary plat that the
-easterly setback for Lots 1,2.3 and 4 are 35' from
Abbey Lake Road (Landmark Drive).
2. Oak Ridge Court must be built to City standards
including the cul-de-sac area.
3. Retention design does not meet approval of the
Engineering Department and must be redesigned. It
should be noted that this redesign may cause the
deletion of one lot in which case the preliminary
plat should com~ back before this Committee for
review.
4.
Entrance area alignment of Ridge Court. S.R.588,
must be straightened out as required by the Traffic
Engineer. '

The developer will be required to continue the
sidewalk along all rights-of-way unless a waiver is
obtained.
6. Open space and recreation land fees must be paid
p~ior to recording the final plat.
7. The net land area of the project should be noted on
the preliminary plat in order that recreation
fees be properly calculated.
8. The final plat be recorded within six months from
date of certification of the preliminary plat.

ITEM 04 - SANDY OAKS ADDITION, located on the north side of
Heaven Sent Lane approximately 80 feet east of Kings Highway.

MOTION: Paula Harvey moved to approve the preliminary plat for
Sandy Oaks Addition based upon a finding of this Committee that
the plat conforms with the design guidelines for plat approval
and subject to the following condition:

COMMENTS: Subdivision Plat The site of this residential project
is being annexed into the City. since the project consists of
more than eight residential units, it will be required to satisfy
the Cityls recreation/open 'space assessment ordinances. The
developer or his ~epresentative should complete the top portion
of the attached worksheet and return same to the Parks and
Recreation Department. A copy of the most recent purchase con-
tract and a copy of the just value from the pinellas County.
Property Appraiser's office should be submitted with the work-
sheet.
The open space and recreation facility land fees are payable
prior to City certification of final site plan. "Recreation
facility" fees are payable at building permit phase. Questions

The property being considered for development, Oak Ridge Estates, contains
one of the ftnest stands of hardwood trees to be found in Clearwater. In
nndition, a flowlng cr.eek with floodplain and associated vegetation exist
on the site. Thls site is laden with large speclmen live oak trees,
possibly the finest stllllrJ of live oak trees left in Clearwater that ls not
on ,developed land. 111e site alBa contatns other. oak specieB, and Beveral
large s\'Ieethay trees. The creek winding through this site has a sandy
hottom \'Iith cleRr flowing water. The floodplain has an overstory of oak
tt"ees with native ferns providing the predominant groves cover.
It is the opf.nion of the Environmental Hanagernent Division that the
proposed plan is to intense and would cause the removal of the majority
or trees on site. Most trees are within the buildable RreaB shown on plan
Rnd many trees growing outside tllese areas may not survive due to proximity
. of construction.

Council's Haster Drainage Plan drafted 1n 1976 made the following statement
concerning ~tullet Creek bas1n, "The down stream reaches w1nd through
natural wooded area and it is preferable to retain ex1sting channel and
floodplain condItions rather than formal channel improvements."
A recommend that anyone commenting on this site, visit this area to see
