The meeting was called to order approximately 9:05 a.m. by Chairman
Haeseker in the Operations Center Conference Room.

Minutes of the regular D.R.C. meeting of November 13, 1986 were
approved as corrected.
ITEM #1 - The Commons, located on the west side of,U.S. 19, north
of Drew Street and south of the City-owned baseball fields (The
Semb1er Company)

Keith Crawford: Stated that the handicapped spaces would have to
conform to State law which says they cannot be located behind
another vehicle where a person would have to go around another
vehicle to get to the handicapped ramp.

Before a building permit can be issued, it is necessary to obtain
an easement from Kane's Furniture for the encroachment on their
property of proposed parking spaces.
It is necessary to sign the driveway adjacent to Kane's Furniture
as right turn-in and right turn-out only.

Paula Harvey: Prior to the issuance of the initial building per-
mit, it is necessary to submit to and get approval from the
Environmental Manager of on-site mitigation plans and sections.
stated that all recreated wetlands as part of the mitigation
process are to be zoned ALII (Acquatic Lands Interior) and they
would require that the application forms for that rezoning be
submitted prior to the initial building permit.
Require that applicant he as specific as possible and identify on
the site plan the proposed building heights of the individual
buildings, particularly Major Department Store D. If applicant
is unsuccessful in getting the Commercial Plan Development Zoning
as requested, Major Department store D may not meet the setback
requirements from the property line adjacent to Kane's Furniture.

MOTION: Paula Harvey moved to recommend" approval of the final
site plan for the Commons Shopping Center based upon the finding
of this Committee that, the plan conforms with the design guide-
lines for site plan review subject to the following:
. Submission to and approval by the Environmental
Manager of on-site mitigation plans and sections
prior to the issuance of the initial building permit.
. All recreated wetlands as part of the mitigation
process are to be zoned Acquatic Lands Interior
(ALII), such applications to be submitted prior to
the issuance of the initial building permit.
. A letter be provided from Florida Power granting
permission to use parking, drives and water service
located in their right-of-way easement.
. Identification of individual building heights on the
site plan to assure that side and rear setback
requirements have been met.
. An easement be provided over the storm line running
from Drew Street to the drainage pond on u.S. 19
prior to issuance of building permit.
. A drainage easement he provided over the entire
drainage pond along u.s. 19 prior to the issuance of
a building permit.
. A 40' drainage and utility easement be provided along
u.S. 19 prior to the issuance of a building permit.
. The drainage easement near the Major Department Store
D be vacated.

ITEM #3 - Renaming street "Martin Luther King Drive" - portion of
Douglas Avenue
DISCUSSION & RECOMMENDATION
MOTION:" . Ream Wilson moved to approve the recommendation that
the portion of Douglas Avenue by Martin Luther King Center be
renamed to Martin Luther King ,Drive.
Nick Lewis seconded the motion.
Chairman Haeseker called for a discus sion on the motion. Bill" ,
Baker questioned using the word "Drive" if the code calls for.
streets going north and south to be Avenues.
AMENDMENT TO'MOTION: Bill Daker proposed that the motion be
amended to use the word Avenue instead of Drive in keeping with
the current policy for naming streets, making it read Martin
Luther King Avenue.
Ream Wilson seconded the amended motion.,

The amendment to the motion failed to pass.
MOTION: Inasmuch as Paula Harvey was on the prevailing side
in the amendment to the motion, she moved that the request be
honored to change the name of a portion of Douglas Avenue to "
Martin Luther King Avenue in accordance with the current code
requirements.
This motion was seconded by Ream Wilson and carried unanimously.
The meeting adjourned at 9:55 a.m.

COMMENTS:
1. All required easements are to be dedicated to the City of Clearwater prior to
issuance of a building permit.
2. A 20 ft. Drainage & Utility C8sement is to be provided for the storm pipe
connecting Drew Street storm drainage and Vision Cable site drainage to
the retention pond. In addition) the proposed on-site drainage is not to

3. The retention pond along U.S. Hwy. 19 is to have a Drainage & Utility
easement dedicated to the City of Clearwater) which excludes proposed
restaurant area.
