This is a recent change by the City Commissibn - a new ordinance that pro- vides a mechanism for recording all of the platted lots that are part of this property so that they are ~onsidered as one. Ream Wilson - submitted written comments. (Attachment #4). Developer was furnished a worksheet to be executed and returned to the Parks and Recreation Department. The open space fee is payable prior to certifi- cation of the final site plan. The developer questioned whether the concrete bumpers could be eliminated from the parking areas as these were found to interfere with maintenance and were a tripping or safety hazard. Keith stated these bumpers were not a requirement of Traffic Engineering and could be omitted as long no' stalls remain the full 19 ft. MOTION; Cecil Henderson moved to recommend approval of the final site ~Plan for Belleair Links Plaza based on the finding of this committee that ~the plan conforms with the design guidelines for site plan review ~nd sub- ject to the follOWing changes being made prior to certification; 1. Along the major tho~oughfare a five-foot sidewalk should be indicated; a four-foot sidewalk in other rights of way. This can be handled either with a plan change or a note; 2. indicate on the plan a basic sewer layout and a basic storm sewer lay- out; 3. a note regarding the dumpster enclosure should be included on the plan; 4. elevations should he shown on the plan. The fOllowing conditions.to be noted on the plan prior to certification; 1. A note to be placed on the p~an indicating that the sign will require a separate review and separate permitting; 2. a condition to be noted on the plan that a Unity of Title will be re- quired; 3. an open space fee will be required to be paid prior to City certifi- cation of the final site plan; that the requisitional building permits be issued within six months from the date of certification and all requisite certificates of oc- cupany be issued within two years from the date of issuance of the initial building permits. 4. , - The motion was seconded by Paula lIarvey. Modification to Final Site Plan Nick Lewis - No comments Phil Eennis - reminded the developer that a permit is required for the parking lot. Glen Bahnick NO comments. Keith Crawford - remarked that Traffic Engineering pleased with the parking lot, very generous and a very good layout. Cecil Henderson - submitted written comments. Attachment #5. Paula Harvey - stated building permit must be procured by February 28, 1987. Plans show revisions in red pencil. These will have to be relocated, will need a new document because there is other information that must be included. Planning Department recommends that in section entitled "Parking Note", that the last line regarding "total parking provided including variance~ be de- @)leted. Also in the section which is shown as "site data" delete the refer- ence to "existing parking". There are several informational items that do not appear on this drawing. These are required by the code and will need to be shown on the certified site plan. These include the legal description, a location map, the zoning on adjacent properties and the correct zoning of the commercial center on this site, a calculation for front yard open space, a calculation regarding floor area ratio, the building height should be stated in feet, any required utility information must be provided on the plan, and the dumpster location must be shown. In response to his question the developer was informed this would be handled as a revision to the final site plan, not as an addendum. Ream.Wilson - See attachment #6. No open space assessment fee required. MOTION: Paula Harvey moved to recommend approval of the revised final site plan for Highland Square Shopping Center subject to the following changes being made to the plan prior to certification: . 1.
