The meeting was called to order at 9:00 AM by Chairman Hacseker in
the Operations Conference Room.

HERITAGE UNITED METHODIST CHURCH, located
at the southwest corner of S.R. 580 and
Landmark Drive..
FINAL SITE PLAN - APPROVED WITH CONDITIONS
Nick Lewis - commented that location of fire hydrant needs to be
shown on site plan and should be no farther than three hundred (300)
feet from any building on the site. He recommended location of fire
hydrant ';be shown on site plan and additional hydrants be placed if
necessary, preferably in entrance drive.
Bob Maran - commented ~hat 1) all right-of way or easements are to
be dedicated prior to issuance of building permit; 2) the ,Master Thorough-
fare Plan requires an additional 10 feet of right-of-uay for S.R. 580;
and, 3) the proposed detention pond cannot be located in the additional
10 feet of right-of-way required for S.R. 580. Discussion followed con-
cerning right-of-ways and compensation therefor by the State.
Mrs Haeseker explained that any time any government needs right-of-way
for any road it is the taxpayer~ money that is affected, regardless of
the government performing the road wo!k. The City of Clearwater re-
serves the ten feet so that the cost to the taxpayer is minimal.

Vic Chodora ~ No comment. The standard Building information sheet.
Tisting permitting requirements, was given out.
Don Meerians ~ Commented that there should be some type of sign to
indicate whether drive on Landmark is one way. He also commented that
State law requires a percentage of parking spaces be indicated as
handicapped spaces and applicant should adhere to that percentage.
Bob Perkins ~ commented that 1) a note stating domestic water service
w111 be provided by existing meter should be shown on Final Construc-
tion Plans prior to submittal to Building Department; 2) dumpster
location is approved as shown; and 3) natural gas is available to the
site.

Paula Harvey ~ submitted written comments from Environmental staff
suggesting that some of the parking islands at west end of parking
lot be adjusted to save some of the existing trees. She suggested :..
applicant contact Environmental staff for assistance in readjusting
islands. Applicant should also point out they do not want to decrease
parking. Paula Harvey also commented that the Church does need to
verify that they have legal right to utilize ingress/egress easement
from Clearwater Community Church. Paula Harvey further commented that,
in reference to sign location on site plan, a determination will not
be made at this time whether sign is appropriate since a separate
permit is required. (Environmental comments ~ Attachment #1)
Ream Wilson ~ Commented that park dedication was satisfied under
preVIOUS annexation policy, therefore no open space assessment is
required.
Mrs. Haeseker called for further discussion. There was no further
discussion, and the Chairman called for a motion.
MOTION:
Paula Harvey moved to approve the final site plan for the Heritage
United Methodist Church based upon a finding of this Committee that
the plan conforms with the design guidelines for site plan review
subject to the following:
(a) Changes to be made on the plan prior to certification:
1. That the fire hydrant location be shown and additional fire
hydrant locations be shown if required by the Fire Marshal
to meet City standards.
2. That it be indicated on the plan a ten (10) foot drainage
and utility easement along S.R. 580.
3. That the retention area be shown to be relocated out of
the drainage and utility easement.

Environmental Management staff.
(~). Following conditions to be noted on the plan prior to certifica-
tion:

1. That the Church verify through the City Attorney's Office
that it has legal right to use the ingress/egress easement
located along north property line of Clearwat~r Community
Church. .
2. That the sign relocation is a separate review and permitting
proces s.
3. That the ten (10) foot drainage and utility easement along
S.R. 580 be given prior to issuance of building permit.
4. That the requisite initial building permits be issued within
six (6) months from the date of certification of the final
site plan and all requisite certificates of occupancy be
issued within two (2) years from tha date of issuance of
the initial building permit.
The motion was seconded by Bob Maran. There was no discussion on the
motion and the motion carried unanimously.

Several trees existing'on west end of site
where parking lot is to be constructed, can
be saved if' interior parking islands are
adjusted. Applicant needs to contact
Environmental staff to work out details
on preserving these trees. Unnecessary
removal of trees will not be permitted.
