Paula Harvey Committee needs to review a preliminary plat before can certify final site
plan. Condition that City Commission put on plan that any changes that would have an impact
on the Robinwood Drive residents would be subject to Commission approval. The southwest
corner of property is within the Acquatic Land Zoned District and a survey should be done to
show this area on plat. To also be identified on site plan.

MOTION Paula Harvey moved to approve the final site plan for the Clearwater Jaycees Clubhouse
based upon a finding of this Committee that the plan conforms with the design guidelines for
site plan review subject to the following:

Changes to be made on the plan prior to certiftc:ation:
1. that the Acquatic Lands Interior Zoning District be properly identified on the final
site plan and that land coverage calculations be subsequently adjusted based on the
revised land area;
2. that if a dumpster is required for this property that the location be identified on
the plan and a note be provided that it will be visually screened,with a 12 'foot
wide clear opening.
(b) Following conditions to be noted on the plan prior,to certification:
1. that a preliminary plat must be reviewed and approved by the D.R.C. prior to
certification of the final site plan and the plat will properly identify an access
easement thru the Elk;s property to serve as primary access to the Jaycees Clubhouse;
2. as pequ~red by the Commission, any changes affecting building location, parking, etc.,
that would have an impact on the Robinwood Drive residents shall be subject to City
Commission approval;
3. that all required easements will be given prior to the issuance of a building permit;
4. a blanket easement be given for ingress and egress for City vehicleb;

MOTION Paula Harvey moved to approve the final site plan for St. Michael the Archangel (Catholic
Church) based upon a finding of this Committee that the pla~ conforms with the design
guidelines for site plan review subject to, the following:
(a) Changes to be made on the plan prior to certification:
1. site plan be adjusted to identify the changes that have been made on the landscaping
plan;
2. existing B inch line on the south side of the property be identified on the final
site plan;

3. identify on the final site plan the existing recorded 10 foot water easement;
4. that the dumpster location be shown and a note be provided that it will be visually
screened, with a 12 foot wide clear opening;
5. an additional fire hydrant be shown on the final site plan at a location approved
by the Fire Marshall.
(b) The following conditions to be noted on the plan prior to certification:
1. that the Engineering Dep'artment review the storm water calculations to assure that
the detention area has been properly sized;
2. that the detention aI'ca must meet the design requirements of the Eog~neering
Department;
3. that the requisite initial building permits be issued within six months from the date
of certification and all requisite certificates of occupancy be procured from within
two years from the date of issuance of the initial building permit.

COMMENTS: Site Plan - This non-residential project exceeds one
acre and is therefore required to satisfy the City's open space
assessment ordinance. The developer or his representative
should complete the top portion of the attached work sheet and
return same to the Parks and Recreation Department. A copy of
the most recent contract and a copy of the just value from the
Pinellas County Property Appraiser's office should he submitted
with the worksheet.
On the application regarding the "Elks Preliminary Plat", it is
indicated that parkland dedication had previously been satisfied.
However, ,this is not the case in that this particular site was
eliminated at the time the open space assessment fee was paid
for the Clearwater Elks Lodge.
The open space fee is payable prior to City certification of
final site plan and questions concdrning this matter may be
directed to either Ream Wilson or Art Kader at 462-6532.'
