paUl8:Harvey moved to approve the Preliminary Plat for the Knight & Harris
Subdivision based upon a finding of this Committee that the plat conforms with
the design guidelines for plat approval subject to the following condition:
A. that the Final Plat be recorded within six months from the date of
certification of the Preliminary Plat.
Andrew Onufer seconded the motion, and the motion carried unanimously.
2. Country Oaks Subdivision, located on the north side of

PRELIMINARY PLAT
Nick Lewis - Stated that the Fire Department would require a fire hydrant on
the site, preferably halfway down Country Oaks Lane.
Robert Maran - Comments regarding the Preliminary Plat were: 1. Remove
comment of wall easement along perimeter of site and just state drainage and
utility easement. 2. Detention pond is to be shown as deeded to adjacent
owner and not to be deeded to a homeowners association. Comments regarding the
construction plan were: 1. Lots 1, 2, & 3 are double frontage. (a) each lot
will require an access gate in the wall for parkway maintenance, (b) a 4 ft.
sidewalk is to be constructed along Maple Forest Road 1 ft. off of property.
2. Sidewalk along Nursery Rd. Is Co be 5 ft. wide. 3. The plan shows the
proposed water line connecting City water lines to County water lines. The 6"
water line along Maple Forest Rd. is County and the 12" water line along
~ Nursery Rd. is City. This development is in the City of Clearwater service
area.

Andrew Onufer - No comments.
Keith Crawford - Questioned why a 50 ft. street right-of-way is shown instead
of the 60 ft. that is required by the City. Mr. Bartz stated they are
proposing it to be a private roadway. Mr. Crawford stated that the City
requires a 60 ft. roadway. Discussion ensued regarding setbacks,
ingress/egress easements, and size of lots. Mrs. Haeseker commented that this
property is in the process of annexation, and the City subdivision requirements
do state that private or public roads must be 60 ft. of right-of-way. If the
developer wants to ask the City Commission for a variancG of that requirement,
they may; but the Committee requires 60 ft. of right-of-way. Mr. Bartz
questioned if it would be possible to have a separate easement outside the
ingress/egress easement so that the setback requirements would still be from
the 50 ft. line, but they would then be providing a secondary utility easement
for Florida Power or G.T.E., similar to what waG done at Premier Place. Paula
Harvey stated that if that is done, then every home will end up being
non-conforming once it is annexed into the City of Clearwater, and that 1s a
,burden on the private property owner. Robert Maran commented further that if '
they wanted to go with a 10 ft. easement around the right-Of-way, they can
eliminate the rp.ar easement. That way all utilities can go in front of the
house instead of the rear.

Robert Maran - Commented the folloWing: (1) Storm water detention area is to
be constructed with 3 to 1 side slopes. Soil boring and water table elevation
is to be included with storm water calculations at final construction plan
review. (2) Detention area is to be designed for a 50 year storm. (3) A small
triangular sidewalk eesement is needed at S.E. corner of site. The aides of
the right triangle would be 5 ft. for all practical purposes.
Andrew Onufer - Presented a typewritten instruction hand-out sheet to Mr. Fuks
listing requirements for a parking lot lighting plan, listing the separate
permits that are required, and the contact people in the BUilding Dept.
Keith Crawford - Commented that the notes on the plan state that there are 17
parking spaces, including one handicapped space. There is not a handicapped
space shown. Mr. Fuks stated that the Planning Dept. had told them it might
not be required. Mr. Crawford stated that as of right now it is not required.
Paula Harvey advised Mr. Fuks to take the reference off the plan.
Bob Perkins - Stated the following: (1) The exist1ng dumpster location cannot
be approved as shown. Please contact the Utilities engineer at 462-6790 for
dumpster location approval. Failure to do so will delay permit processing at
the Building Department. (2) The dumpster must be in a visually screened
enclosure. Provide a minimum 121 clear opening to the front for access by
Sanitation trucks.

Ream Wilson - Co~ented that he understood that seVen motel units are being
added to the eight units and one apartment that currently exist on site. For
calculation of recreation/open space fees, four motel units eqUal one dwelling

unit. Since less than eight dwelling units are being added, the only
assessment fee applicable to this project is the "recreatio~ facility" fee
which is $200 per dwelling unit equivalent. Seven units equal two dwelling
units and a total fee of $400 is payable at bUilding permit phase.
Mrs. Haeseker called for a discussion from the Committee. There was no further
tt1scuss1on, and the Chairman called for a motion.

HOTION:
Paula Harvey moved to approve the Final Site Plan for the Gulf Winds Court
Motel based upon a finding of this Committee that the plan conforms with the
deSign guidelines for site plan review subject to the following:
A. The following changes be made on the plan prior to certification:
1. that a notation be provided that a sidewalk easement will be
provided, at the southeast corner of the site. as required by
Public Works;
2. that the reference to the handicapped parking be removed;
3. that the dumpster location be shown on the site plan, such
location to be approved by the Sanitation Division; and the
dumpster to be screened with a 12 ft. wide clear opening.
B. The following conditions be noted on the plan prior to certification:
1. that stormwater detention be designed in accordance with City
standards; and,

2. that the requisite initial bUilding permit be issued within six
months from the date of certification of the Final Site Plan
and all requisite certificates of occupancy be secured within
two years from the date of issuance of the initial building
permit.
The motion was seconded by Andrew Onufer. There was no discussion on the
motion from the Committee, and the motion carried unanimously.
