The following changes be made on the preliminary plat prior to certification: . The front building setback line be shown on Lots 4 and 5. . A note be provided on the preliminary plat that sidewalks will be installed along Landmark Drive and Turtle Lane. B. The following conditions be noted on the preliminary plat for certification: . Right-of-way be given along Landmark Drive to provide a full laD' total right-of-way for Landmark Drive. . An additional 50' of right-of-way be given for McMullen-Booth Road. . A 10' drainage and utility easement be given along the right-of-way of Turtle Lane. . The recreation open space fees required for that part being subdivided into nine single family lots be paid prior to recording the final plat. . The final plat be recorded within six (6) months from the date of certification of the preliminary. plat. . Need to identify the net acreage. Motion was seconded by Phil Bennis. The applicant stated that there iS,an existing sidewalk on Landmark Drive. He also requested that the final plat recording be extended 'to one (1) year from the date of certification of the preliminary plat inasmuch as they would not be able to complete construction within the six (6) month period. Paula Harvey stated the Commission set. the six month period. The procedure would be to get an admin- istrative revalidation because the Development Review Committee is approving the plat. (Attachment *4) (Attachments #5 and 16) "Bob Maran: See written comments. Don Meerians: Stated that the parking area is g' short, and there- fore, he cannot approve the present plan. Bob Perkins: See written comments. (Attachment #7) Art Rader: See written comments. (Attachment #8) Paula Harvey: Stated if the property is all under one ownership, the existing development will have to be shown on the site plan as well as calculations. Based on that, the committee would be able to make a determination as to whether or not the floor area ratio requirements are being met and the building coverage requirements for the whole property. If it is under two ownerships, the property will have to be platted and the applicant would not need the floor area ratio and building codes requirement as shown. The alignment of the driveway into the back property should coincide 4i) with the driveway that exists on the front property. See written comments from Environmental Management. (Attachment #9) Nick Lewis: An additional fire hydrant is needed. The require- ment states that you must not eKceed 300' to the farthest point of any building on the site. He would like a hydrant placed at the entrance ~efore you get into the building. MOTION: It was moved by Paula Harvey that the final site plan for the Highland Plaza - Mini Warehouse be continued in order that the applicant address the items that were brought up by the Development Review committee. '. This motion was seconded by Bob Maran. Bob Perkins stated that the dumpster needs to be relocated as required by the utilities Engineer" inasmuch as it presently occupies two existing parking spaces. Applicant asked if there would be any objections to him providing parking requirements for the overall site versus their original submittal. Paula Harvey stated that the requirements for parking on the existing developed site should remain the same because they ,~eed to be conveniently located for customers. The width of the driveway at the north end of the parking lot should be 24' instead of 18'. A sidewalk is required along the dedicated right-of-way. Bob Perkins: See written comments. (Attachment *13) CECIL M. HENDERSON, JR. ARRVIED AT 9:47 a.m. Bob Perkins stated applicant will need to submit revised plan show- ing utilities on it even though there is no change in the location of these utilities. Art Kader: No comment. ~ Paula Harvey: Stated that it is the overall site plan that must be amended and certified that would show the change in Parcel IV and the resulting change in another phase of the project regarding density. Need a separate notation that any signage on the property will be governed by a separate review and permitting process. The approval of the marina slips is a separate review and approval process outside the site plan. Landscaping plans must be submitted to the city and approved prior to the issuance of the building permit. Although this master site plan is identifying the covered parking, without the benefit of the actual location of the water lines, if the City is going to be maintaining those lines, covered parking cannot be put over them. Nick Lewis: An additional fire hydrant is required to cover the rear of the building and the hydrants must be noted on the site plan. A detailed site plan of Parcel IV be attached to the overall master plan which provides all required in- formation normally shown on the final site plan, which includes sidewalk along Island Way, a driveway width of 24', a water distribution plan and facilities for sanitary pickup, an additional fire hydrant in order to provide adequate coverage to the rear of the building, and the requirement of Public Works for sanitary sewer service. ,\ B. The developer or his representative should complete the top portion of the attached worksheet and return same to the Parks and Recreation Department. A copy of the most recent pur- chase contract and a copy of the just value from the Pinellas County Property App+aiser's Office should be submitted with the worksheet. This information should relate to the 6.B7 acres (Lots I - 9) as shown on the preliminary plat supplementary "drawing. In the event a $200 "recreation facility" has already been paid for a residence on this site, this $200 would be sub- tract~d from the total fees payable. The open space and recreation facility land fees are payable prior to City approval and signature of the final plat. "Recreation facility" fees are payable at the time of building permit.
