I'., ". .:.1 , 1':' 5 & , what is not being done that could be done, what relationships should we have that we do not have, what are the powers of the D.D.B. vs. the powers of the C.R.A., such as the authority to tax and with a free rein of the best usuage of that tax revenue. He further stated that while performing this analysis on how the D.D.B. could be more effective, he sees two options; (1) Take the necessary steps to increase the millage rate to generate the necessary funds to achieve the goals of the board, (2) reduce the expenditures of the board under the present one mil tax levy and revise the D.D.B. budget to achieve the goals of the board. He also pointed out that there are specific things that the D.D.B. can do that the C.R.A. cannot do and that the decision on the expenditures of the D.D.B. funds should lie with the D.D.B. representatives rather than the C.R.A./City Commission. He expressed more in favor of a stronger, more effective D.D.B. opposed to an advisory board. Bill O'Malley stated that he had the direction he requested from the board. Tom Brown reported on the street parking status on Cleveland Street. He reported that he and Jim Carpenter went to Orlando to talk to the Operations Manager of D.O.T. regarding their preliminary plan for the proposed parking on the south side of Cleveland Street. Vice Chairman Brown reports that several merchants on Cleveland Street complain to him about the speed of the autobiles on Cleveland Street and the lack of visible on-street parking. He says he will continue to follow-up on the progress of this situation. Paula Harvey, Director of Planning, reported that at a recent state meeting, the State said that the mission of the State regarding the State Roads is to move the traffic in the most expeditious manner. This matter will continue until there is information to report from D.O.T. , ~~ Rose Phifer, property owner downtown, stated that the City and the Calvery Baptist Church needs to start making arrangements for the parking facilities for the increased attendance to the new events which are proposed for the Church. Vice Chairman Brown responded that the church corrunittee i's presently working on solv1ng the situation. Chairman Armstrong reported on the action taken at the last C.R.A. meeting. The C.R.A. has appointed an advisory committee consisting of Tom Thompson, lee ~rnold, Bill Berg, Dennis Eckel and Gil Chirtnos for the purpos'e making reconnnenda ti ons regardi ng the expenditure of the $100,000 allocated fn the C.R.A. budget for promotion. These people have until January 15th to make recommendations to the City. Also, the C.R.~. authorized advertis- inq to request pro~osals for residential development on the Bilgore ,Property. , Chuck Finegan stated that he wanted to commend Mayor Garvey and Joe McFate on their most recent action to secure the State Building in Clearwater and also on their creative thinking in the proposal of Coopers Point. Jim,Carpenter requested direction from the board as to the information that sho~ld be given to the property owners regarding the proposed 'reorganization. It was agreed at the October meeting that information would be sent to the property owners at this time. Chuck Finegan stated that he felt more precise facts are needed to inform the property owners. Tom Thompson stated that the letter of information should show a distinction between Ed's proposal and the abo1ishtion of the D.D.B. After the discussion, it was agreed by the board that the Chairman send a copy of these Minutes along with a cover letter summarizing the various options discussed and the proposed action by the board members. Chairman Armstrong asked for a motion for adjournment. Chuck Finegan made a motion to adjourn and Lillian Trickel seconded the motion.
