That is the reason we, the Board,ate so concerned about the contents of this plan and the very possibility that it could easily be accepted by the commission and then be incorporated into the Comprehensive Plan, therefore, making these restrictions city codes. Joe McFate suggested to the Board that if they did not approve of setbacks, etc. to let the staff know and that the staff would work on a alternate solution where possible. The discussion ensued further. Bill O'Malley suggested that Jim Carpenter rewrite his letter that he sent to Ms. Garvey and send to the commissioners and the planners. Chairman Brown suggested that we wait until after the March city elections, since no action would be taken before then. Bill O'Malley then suggested that we have further worksessions to refine and get a Board consensus of exactly what we do and do not want in this document and then put it into writing for presentation to the city commission and city planning department. A date for the next worksession will be decided later. Jim Carpenter ask the Board for a time on the 29th or 30th for the Board to meet with Terry Parks for his presentation. He also announced that we have received notification from G.T.E. of their $5,000 contribution to the DDB. and Mr. Armstrong suggested that each Board member sign the letter of thanks. Owen Laughlin from the University of Management spoke on the subject of the University moving into the old Ceta building along with the DDB office and share the rent to the City of Clearwater. Ed Armstrong made a motion that the DDB not support a rent subsidy or other monetary concessions to having a University in the Ceta BUilding, and Chuck Finegan seconded this motion for discussion. Chuck explained his thoughts that we would not be fulfilling the full objective of the city due to the small amount of money that would be paid to them to off-set their annual payment and that it would not be in the best interest of the DDB in that we may have to move out after a short period of time. Bill O'Malley said that he feels that it would be a positive situation to have a college of this type in the downtown area to attract corporations and stim~late them to move into this area. A vote was taken on the motion by Ed Armstrong, and all approved except Bill O'Malley. Chuck Finegan made a motion than that we the DDB in order to indicate our encouragement of the CRA and willingness to work with the eRA, support the University of Industrial Management utilizing that building with the recognition that is not the 10ng- term objective of that building and could, at the present time, be beneficial to downtown Clearwater, to the eRA and to the University. Ed Armstrong seconded the motion, and all approved the motion. Chuck Finegan presented the proposal from Crawford & Jones that they could prepare the monthly financial statements, etc. for the purpose of a like reconciliation at the end of the fiscal year. The proposal from Crawford & Jones is in the amount of $75.00 per month for their services. Chuck Finegan suggested that the staff figure their time in these duties and the feasibility of this proposal. Jim Carpenter explained, per the request of Rose Phifer, that he was cooperating with the City of Clearwater in "testing the \>laters" for developers by signing his name to the promotional letter and by the DDB office setting up the meetings with the developers. Bill O'Malley made a motion that the Board approve Jim Carpenter's i~nvo1vement and co- operation with the City, Chuck Finegan seconded the motion and all the Board approved. ,... .....
