CRA assistance to meet utility service - Needs an explanation.
Why can't this objective of clearly defining pedestrian crosswalks
and adjusting traffic signals be done now instead of by 1989?
The questions raised on specific items does not necessarily mean that all other statements
are being accepted or approved by the Board.
Is the Planning & Zoning Board the proper agency to make approval
of categories of permitted uses?
Why do we now have 5 sections instead of 3 and the dictation of
permitted uses opposed to "guidelines".
The signage system was brought up as needing reconstructed.
Should thp r.ity be in the position to tell the property owner how much.
of their property should be used for retail or office? Shouldn't we
adopt "guide1ines" instead of "permitted uses"? When a statement is
1 isted under "Po1 icies" it infers inflexibil ity of the "Po1 icy".
Item# 8 - Page 7 - To encourage developers to provide public open space or public use
areas along with new developments means the developer would be paying
Policies: #2 taxes on land that is being used by the public.

Establish facilities for access to downtown by the boating public before
1995 - Why can't it be done now?
Increase the assessed valuation of properties in the downtown taxing
district by 50% by 1995. Would like clarification of this statement.
Chuck Finegan suggested that we should not get hung-up on the "years" assigned to a specific
objective - perhaps we need to address the order of priority.

Item# 10 -page 9 - Establish full-time staff for the Community Redevelopment Agency by 1989.

Need clarification of child care centers in the downtown area.
What is the purpose or meaning of "Downtown shall provide services to
all persons of all income levels".
Question was raised as to whether this is meant to be the "Comprehensive Plan" for
Clearwater that is to be approved by MPO and the County Planning Organization or is this
a Clearwater Redevelopment Plan to replace the Clearwater Redevelopment Plan that is
presently in existance?

Question was raised regarding the land use plan whether these are fresh new ideas
coming from the planning department and if we are departing from the consultants report,
what are the reasons for that departing?
Bill O'Malley said he wants to know the basis for the changes in the entire section,
pages 10 through 16, pertaining to Recommended Land Use & Zoning. A guest asked the
question as to the reason for these changes. Rita Garvey stated that the City's Planning
Department is attempting to incorporate the Haycyon's report into what they feel would
be a comprehensive plan. Chairman Brown explained that it was necessary that if any
changes, deletions or additions were to be made t~ this report, they needed to be done now.

The Retail Sector paragraph statements on the percentages of 20% for use of professional
offices and 60% of the ground floor area in retail use was considered to be restrictive.
Jim Carpenter explained that these ideas are extremely difficult to apply globally and
should only be used as "guide1inesll.
Chuck Finegan stated that it appears that we are opposed to the 5 divisions and do not
want the land restrictions, we do support the 3 divisions and support guidelines.
Item# 12 - Page 11 - A question was brought up regarding the relocation of the Post Office
4th Paragraph to the periphery of downtown.
Item#13 - Page 12 - The Board does not agree with the requirements of the setbacks for
Setbacks Residential/Office/Sectors. The Board would like an explanation from
the Planning Dept. for these statements.
Item#14 - Page 14-
Rose Phifer made the statement that if these properties would burn down
and were to be rebuilt, they would have to abide by these restrictions
and therefore would not be economically feasible to do so. The infor-
mation between the pages 14 through 16 appears to be unacceptable to the
Board. Explanations are requested from the Planning Dept.
Item#15 - Page 15- Questions were brought up regarding a1cholic beverage sales permitted

Bill O'Malley suggested that we adjourn now and invite the Planning Dept. personnel to our
next meeting to answer our questions and clarify statements on pages 1 through 16. It was
also suggested that the summarization of this meeting be distributed to the Planners of the
City. It was also suggested that the city candidates running for future commissioners &
mayor be invited. The meeting was adjourned at 7:30 P.M. The next meeting will be held
on January 20th @ 5:30 P.M. at the First Florida Bank Building in the 5th Floor Board Room.
