MINUTES
FEBRUARY 24, 1986 @ 5:15 P.M.

The February 24th meeting was called to order by the Chairman Tom Brown at 5:15 P.M. and
the first order of business was to approve the Minutes from the January meeting. Ed
Armstrong made a motion to approve the minutes, Rose Phifer seconded the motion and the
the Board members approved the motion.
The second order of business was for the approval of the Financial Statement. Lillian Trickel
made a motion to approve the Statement, Ed Armstrong seconded the motion and the Board member
approved the Statement.
Cecil Henderson and Wayman Pearson had been invited to attend our meeting and they were the
first speakers on the agenda. Both Mr. Henderson and Mr. Pearson are employed by the city.
The purpo~e of the meeting was to inform the Board of the procedures of the sanitation
situation in downtown. Several people entered into the discussion of questions and
answers. One major problem is that unsightly debris and trash do not make it into the
trash dumpsters for one reason or another. The city employee truck drivers cannot leave
the truck to pick up trash that is not in the containers. If you know that you will have
excess trash - a phone call is required to arrange for the pick-up. There are several
problems associated with the location of trash container for the accessability to service.
After much discussion, a motion was made by Rose Phifer to have Jim Carpenter look into
hiring a person to sweep & clean up - in terms of cost, how other cities are handling it,
etc. The motion was seconded by Ed Armstrong and all the members approved the motion.
The second guest, Bill Humphries, made a presentation and showed slides of past bicycle
races. He stated that they are on their second stage of fund raising. The first stage
of raising $15,000 has been met to cover the basic expenses. To make it a super event,
additional funds are needed. He urged the members and guests to consider sponsorship
in the form of advertisement in the Program, etc. with amounts from $125 to $5,000.
This race is scheduled for March 16th and the track for the race will include through
Coachman Park, Drew Street and Downtown Clearwater. There will be other events besides
the road race. Prizes and awards will be presented. Contact Bill Humphries at 522-0134
if you are interested in sponsorship or know of anyone that is.
Ed Armstrong then asked the Board to make a policy concerning the property lfstings that
contain "Trustee's". The policy is that a letter be written to the property owners re-
questing weather they are representing one trust or more than one and that we would rely
on the honor system as to what information they provide to us from the letter. Ed made the
motion, Bill O'Malley seconded the motion and the Board approved the motion for the policy.
