'. . Minutes of Board Meeting December 30~ 1986 Page 2 The second item on the Agenda was approval of the Financial Statement of November 30, 1985. Jim Carpenter presented the Statement. Rose Phifer suggested separating the Payroll Taxes and Casual Labor into two separate accounts. There was some discussion on the matter. She also stated that she came up with a $237.67 difference in balancing. Jim Carpenter said he would check into these matters. The Board agreed. Ed Arm~trong made a motion that the Financial Statement be approved. The motion was seconded by Tom Brown and was carried. The third item was the International Bicycle Race with information presented by Jim Sheeler, Grants Development Specialist, and Bill Humphries, who coached the U.S. Olympic Bicycle Team in 1973. March 15~ (Saturday) and March 16 (Sunday) were discussed for competition between the American riders and the Canadians. There would be three categories: Citizens, Women's~ and Men's races. There was discussion on why Sunday was chosen instead of Friday. Sponsors would be sought for $5,000 to $15,000. Bill O'Malley asked the Board to vote on the endorsement of the race. Ed Armstrong moved that the endorsement be given, Lillian Trickel seconded the motion and it was passed. Item number 4 was the resignation of Charlie Nichols, effective January 15, 1986, which date was agreed upon by the Board. It was announced that Tom Brown was newly re-elected and Ed Armstrong was accepted as a new member. Corporate voting was dis- cussed regarding Affidavits designating an official voter. Jim Carpenter presented information with figures regarding the last election. Election must be within 30 days of any resignation being accepted according to the by-laws. The subject of Affidavits was open for discussion. Rose Phifer explained how the ballots were counted at the last election. Bill O'Malley said the 25 ballots which could not be counted would not have affected the election. Rose Phifer brought up the format of the Affidavit and said a new form could not be approved over the telephone, whereby Jim Carpenter explained the easier to understand Affidavit form revision and also the summary of the taxing district. He presented information showing efforts in the past and present to update the Affidavit file. Bill O'Malley suggested telephoning people who do not accurately fill out the Affidavit and give them a second chance. The Board agreed that the new Affidavit form was easier to understand. Jim Carpenter said the updated Affidavits should pe in by January 15, the election ballots out February 1 and back by the election on February 14. Ed Armstrong made a motion to the effect and Lillian Trickel seconded the motion. The motion was carried. Three people are up for election to the Board; Bruce Coury, Chuck Finnegan and Richard Jordan. Ed Armstrong made a motion that a notice be placed in the newspaper giving any- one interested in running for the Board an opportunity to place their request with Jim Carpenter in writing by January 10, 1986. Tom Brown seconded and the motion was passed. The fifth item was Current Events as presented by Jim Carpenter and discussion on: 1) parking garages, 2) industrial Rev. Bonds~ 3) preservation of North and South Ward Schools, 4) Nesbitt Report from Eckerd College, 4/28/86 Symposium, local developers theme, and 5) Community Redevelopment meetings.
