MINUTES

The meeting was called to order at 5:15 p.m.
The Minutes of the November meeting were approved. The Financial Statement
from the November meeting were approved subject to the clarification of the
contingency amount. The Executive Director will cJarify this in writing to
the Board members this week.
Jim Carpenter reported 'that the Coachman Building project was on schedule.
He reported of the meeting between the C.R.A. and city commissioners in which
the city agreed to issue I.R.B. and to the P~oposa1. The Proposal states that
the city will back I.R.B. for 5.5 Million Dollars ($5,500,000.00) and lease to
the developer 50 full size parking spaces in the garage for a period of 15
years at a monthly rental of $26.25 per space. In addition, the developer has
the option to lease an additional 50 spaces for 15 years at a rental of $35.00
per space per month with that rate adjustable to market rental each 5:years.
The completion projection is 1985.
Jim Carpenter reported that the Garden Avenue Parking Garage is also on sche-
dule. Ralph Burke & Associates have been hired and their study will be complete
sometime in January. The completion projection is December, 1985.
Rose Phifer suggested that the Coachman Building/McCrory Building properties
should be barr~caded due to the broken windows and store fronts. Bill O'Malley
pointed out that we cannot assume the Build'lng Department will observe potential
dangerous situations and that the present barricades are there because of the
aggressive pressure from the Christmas Parade Committee. Alan directed the
Executive Director to write to the owner and express our concern over this haz-
ardous condition and that it be corrected.

Jim Carpenter reported that in refererlc~ to the Garden Avenue Parki ng
Garage,he had contacted several property uwners whose tenants would be
utilizing the facility_ He said that the purpose for this was to receive
input for the parking demand data for their buildings and other buildings
in the proximity of the new garage. The consultant for Ralph Burke needs
to know of the problems pro~erty owners have with their tenant parking and
indications of future ,demands and utilization. The consultant wi 11 be in
Clearwater in January.
Alan Bomstein reported that Jim Carpenter, leslye Kelbaugh and himself met
with the Building Director a week ago and reviewed the procedure for notifying
the property owners of the violations that exist under the new ordinance.
It is now up to the committee to determine the seriousness and the urgency
of these violations. Alan stated that they would be meeting again on the
18th to further refine the procedure' for defining the properties in violation.
Within a few weeks, notices will be sent to the owners in vioJation. It was
suggested that in lieu of a IInotice of violation" letter in the beginning or
to the "non-serious" violatons that a "brotherly-love" type of letter be
issued. The intention is for the Board and the City not to get bad publicity
when in fact the violation is not of a serious nature.

On the proposed Land Development Code, Alan stated that the D.D.B. needs to
decide what message we want to give John Richter. Alan stated that a special
meeting should be held to discuss this and to include the new Board members.
The date of January 7th was set for this meeting to include the new Board
members, John Richter, Paula Harvey and Joe McFate.
Alan Bornstein thanked Barnett Bank on behalf of the D.D.B. for their beautiful
contribution to the downtown district. A great example of what our downtown
should have "twenty" of.
Comments were made by Robert Stiff on the proposal from Lee Arnold to the city
to lease parking spaces from them for the tenants in his acquired building.
He commented that the amount charged by the city seemed very low along'with the
services provided for such valuable land. Rose Phifer conunented that the city
should not be taking away any more of the public parking downtown. She asked
what the city was going to do with the rest of the lot. Is the rest of the lot
going to remain a "mess" after Arnold's portion is paved? Alan stated that we
need to remember that Arnold is adding $400,000 value to this building and
increasing the Tax increment Financing fund and that when a private owner increases
the tax base without outside help, then we should not be so concerned over the
amount of leased spaces compared to the benefits to the downtown area. Rose
Phifer is concerned about the timing with which the Board is notified of such
matters and agreements with the city. She also feels that the amount is too
low for the property. Mayor Kelly suggested that if the 0.0.8. needed more
time to think about and discuss this with lee Arnold, the decision on the
proposed agreement coul d be postponed. It;; was agreed that thi s woul d not be
ncecssary.
