The Public Hearing on the 1984/1985 Downtown Development Board Budget began
at~5~125P.M.: There was no public input at this hearing. The property owners
are to be notified of the next meeting.
The Downtown Development Board meeting was called to order at 5:25 P.M. by
the Chairman, Mr. Bomstein. Mrs. Rose Phifer requested that the Board members,
have a copy of the new Ordiance of the City of Clearwater and the creation of
the Downtown Development Board which removes the Mayor-Commissioner and the
City Manager as ex-officio members.
Introduction of guests and Board members then took place.
Mr. Bomstein announced the election of Charles Nichols as a new Board member.

Names were brought up to form the Nominating Committee to nominate the candidates
for the next annual election. Mary Vaughn, Bob Thompson, Al Rophie and Bob
Crosby were decided upon for the committee. They were to be contacted for their
availability to participate.
Mr. Bomstein read a letter from Mr. C. David Carley in which he tendered his
resignation as a member of the Downtown Development Board.
Bay.front Proposal Progress Report - Mr. Bomstein stated that the most significant
thing that has happened since last month is that the Committee is requesting that
the City Commission look at the Bayfront Proposal as a two question referendum
(1)' 'Improvement of property owned by the City (2) Acquisition and improvement -
of non-owned property (non-owned properties being- Sand Castle Motel, WTAN TV
and Norman Bie properties). He feels confident that both questions will be
voted on favorably by the voters. Paula Harvey advised community citizens to
make their feelings know to the Commission about the plan and proposal. She also
