" Ladies and Gentlemen for too long a time the past city
Governments should have had the foresight to see the social
and community consequences of business moving from downtown
plus the tax loss, therefore, you cannot blame the businesses
themselves.
with this new opportunity the present city Government should
take the initiative to stop further decline. I-'firmly believe
a civic Center should include a slope floor auditorium and a
flat floor, multi-use facility, with parking facilities in the
building itself, either underground or above the building itself.
Having the center downtown will bring in new business to reflect
a Sparkling Clearwater and add to the city Tax Revenues."
In reply, Mr. Aaron Bilgore questioned whether the Board should
take a position on the Blackburn site until all the facts are in.
He noted that action might, therefore, be premature. He felt that
while we should continue to advocate the location of the civic
center in the downtown area we should have n~re information before
electing to support any of the sites presently under consideration.
The Chairman concurred and suggested that perhaps, we should select
a committee to research the several site possibilities.

The representative of NCCroys property on Cleveland Street, as}{ed
Mr. picot Floyd, city Nanager, for his views on this matter. Nr.
Floyd responded that at present his knowledge of the proposal
consists of the news releases available to all, but that the matter
is presently under review by the city Planning Department, that
their report should be available within the next few days and that
tmtil he has studied the report he would have no facts on which to
comment. \'lhen asked, Nr. Sam Casella said he had nothing to add
at thisLtime. In view' of the foregoing no further action was taken.
In response to an inquiry from the Chairman Mr. Sam Casella replied
that he had been in touch with R.T.K.L. and that they were working
on a revision of the implementation costs of the R.T.K.L. Plan for
the city and that their revised report would be presented shortly.
The Chairman reported that the lease for the Boards Office, in the
Taylor Building was due for renewal this month and requested Board
approval. It was moved, seconded and approved that she sign the
lease. The lease was duly signed and delivered.
Following the announcement that the next meeting of the Board would
be on Hay 24, 1977 this meeting was adjourned at 4z00 P.N.
