11/14/1975 - Special I ..,' o SPECIAL MEETING CLEARWATER DOWNTOWN DEVELOPMENT BOARD NOVEMBER 14, 1975 PRESENT: Charles Galloway, Chairman Darwin Frank Leon Hammock M. E. Palmer Joe R. Wolfe Rose B. Phifer Lewis Homer Jim Parker Picot Floyd, City Manager Paul Bergmann, City Planning Director Al Semlm.'I Dom Minotti The Chairman opened the meeting, and asked Mr. Minotti to lead us in prayer. Mr. Galloway, the Chairman, welcomed all guests, and stated that this was a special meeting cal1ed for the purpose of seeing and listening to a slide pre- sentation to be presented by the Florida Downtown DeveJcpment Association. Mr. Palmer, responding as the President of the FDDA, presented a twenty minute slide presentation. His purpose,he stated, was to inform the Board of the special legislation sponsored by the FDDA, and following the presentation, asked that the Board consider a resolution which he then read. ~"'.1:" ., ..'i<. <. The Chairman stated that because the meeting today was without quorum, it will be necessary to confirm the resolution at the regular meeting to be held on November 25th. The Chairman asked Mr. Darwin Frank to make a statement regarding the Civic Center site. Mr. Frank responded by saying that the sale of the old Bank of Clearwater building necessitated the Committee's consideration of additional available sites in this particular area of the city. Mr. Prank outlined in detail, and asked Mr. Wolfe to read a statement prepared for the Press. The Chairman then asked if either Mr. Don Williams, or his partner Dixie Walker, had anything to add to Mr. Darwin Frank's statement. Mr. Walker responded say- ing that he understands fully the position that the Downtown Development Board's Land Use Committee finds itself in, in attempting to meet the criteria estab- lished by the Auditorium Committee. The fact that their proposal also does not meet the criteria, he went on to say that they are not in a competitive position with the Downtown Developement Board's planned site and added that at any time his firm will be available for any assistance. A proposed letter to hotel chains was read. This several of the most important hotel chains in the the group as being highly necessary and asked Mr. the Land Use Committee, to direct the letter with letter to be directed to country, was accepted by J Darwin Frank, Chairman of a few alterations, as planned. I J e The Chairman asked for a statement by Mr. Bergmann as to the consultant selec- tion to be made at the combined meeting of the City Commission and the Board at 9:30 AM, Monday at City Hall.
