T.he Chairman r~ad and co~rnended a letter by Perce Po~ell
which was ~int9d in the St. ret~rsburg Times. In rJ16 letter, P~well
called attention to the fact that there is too m~ch neg~ti~7e p~opa-
ganda in the newspapers about DO\\lntO\oln Clearwater. He Rai.d i.t is
ridiculous to suggest that downt::''Iffi will fade out, because people
will continue to shop downtown where they obtain quality, selection
and eervice.

The Chairman callf?d the m~eting to order., noting that a quorum
was present. He anrlounced the appointment of C'oseph Cornelius as
chairman of the l:Tominating and Electioa Committee, and said that the
committee will have a ~eport for the November meeting. The Chairman
mentioned that those accepting nomination to the boaI:d must ):;.11 out
financial disclosure formil. Ballot:3 will bemailedonDecember2.al...d
will be returned and counted by December 18.
Dar.win Frank did not make a scheduled land use report. The
subject of the report was the Clearw~ter Architects Collaborative~s
statement of work to guide consul~ing firms on bids for the redevelop-
ment plan. Fr~~k said he had not received the statement from Bob
Levis,on, but should have it within one or X:'I!O months.
F:ran'k commented on an article in the cnrre:lt issue of U.S.News
& ~lorld Report about the future of regional shopping centers and
shopping centers in urhan downtown areas.
Al ~oger3, chairman of the beautification committee, reported
that all b9nches and other facilities on the Beach and on North Fort
Hnrrison Avp.n~et ar.d the parking area on Park Street have been
rehabilitated. Crest Lake facilities will be rehabilitated beginning
the first of October. He added that if an allotment is provided, the
city could produce concrete benches for $25 apiece.
The Chairman read a second letter by Perce Powell concerning
the washing dO'Nn of Ridewalks and the distribution by merchants of
tckens to be used in parking meters. The chairman pointed out that
the present met~rs would not recei.ve tokens unless the mechanism was
changed at consid~rabl~ e~peDse.

Mayor Hougen said that when people have constructive suggestions
to improve the city, they should bring them to City IIall and discuss
them with officiala ratht?r than \-,jriting to newspapers and creating
the impression of criticism.

Parking Committee Chairman Brooks Carter xeportGd that the
committee had met to define areas of discussion with the citv and to
determine the committee's position. He said he was not ready. to make
a report yet, but he pointed out a need to get together with the city
to talk about the parking :'problems and how to work together to solve
them.
The Chairman discussed redevelopment plaqs and the bad image
which resulted from criticism in the press. Als~ommenting, Lewis
Homer said that the dialogue among the city, the Planning Department,
The Development Board and the Public which will develop from the
CAC statement of work will give a proper direction to the proposed
redevelopment plan.
Mayor Hougen said that plans must be implemented quickly after
they are completed or they will soon become outdated. Darwin Frank
said we want to plan where we're going, not where we are.
Doug Roach of u.s. Homes said his company is interested in
do~~town Clearwater and will always be. But the company won~t
attempt any future programs in the downtown area until certain factors,
plans and people's thinking clears up. He also pointed out that
there is a divergent trend in Pinellas County. While the population
increases, the school population : :remains unchanged.

Concerning the progress of the Loop, City Manager Floyd said
that there are no further bottlenecks. The City, the County, and the
propertyowners are apparently in agreement. Floyd concluded that we
ar~ further along with the Loop than we have ever been in its history.
