The Chairman opened tbe meeting ~ith a request for a motion to accept the minutes
of the September 28, 1971 meeting. A motion was made to accept the minutes as
written, was seconded and passed.
Mr. Wolfe, in response tQ a question by the Chairman, stated that Pa~er and he
were invited to meet witb the man in the Tax Assessors office to answer several
questions raised as to tbe pr~er ownerships of Land in the taxing district, so
as to be able to list thQse properties tQ be placed on tbe tax roll ne)Ct year.
Mr. Wolfe stated that the meeting was !mat cordial, with all questions answered
to the gentleman's satisfaction. He commented that apparentl.y preparation of our
tax levy in 1972 is going ahead as planned.
The Chairman asked Mr. CQrnelius for a report on finances. Hr. Cornelius responded,
stating that he is delighted that we are solvent, with mQre funds due to corne in,
and that as of this date we have received over $10,000.00 from freeholders and
old Downtown Association members for our Operations.
Another meeting of the Finance and Budget CQrnmittee wil.l be held with the next
month to again make calls upon those who are still not in.
Hr. Cornelius stated, that expenditures are running about $40.00 a month over the
budget which is very good in his Qpinion. A copy of the full. report is attached to
these minutes.
A question was raised abo~t the Publicity and Public Relations Committee funds~
approved at the last meeting in the amount Qf $1,000.00, and what progress is made
to get together a booklet wbicb was discussed. Bob Taylor, of the firm of Bill
Reed & Associates responded stating that he had expected a sample folder~ requested
by Hr. Homer for his use, would be available today. However, it is not ready, but
will be within the week. The cost of this folder will be under $100.00.
The Cbairman asked Kr. Homel." tQ report on the Land Use Committee Activities. In
response, Mr. Homer stated that the committee has not met during the past month,
but activities included a presentation by a firm of al."chitects, together with a
group from a firm of investQrs, who are most interested in building in Clearwater.
Mr. Homer stated that the developers and their architects presented a plan for the
future development of the downtown area. He added that the developers are doing
similar jobs in other Florida towns as well as several in the North. Further, that
since the first presentation, the local AIA group have by letter stated that they
would like to make a similar presentation.

The Board of Realtors are also proceeding with their plans to g~her together
parcels of land so to be able to determine the feasibility of building various
types of structures, depending upon the prices for the land being studied. The
area IlOW be"ing worked is the southwest quadrant of the dQWt\1:own area.

Mr. Homer stated that his committee is open for presentations from all interested
developers and investors, and that he hopes that a final decision, to go ahead,
will be placed before this Board in the near future.
Mr. Taylor, Chairman, stated that he attended both meetings with the developers,and
architects and that he is encouraged because this is the first positive proof that
the Board and committees are indeed working as planned. He is hopeful that we can
get the support of the land owneIS in the area, after which nothing can stop us
from making the desired progress. Mr. Homer concluded his report with a terse
statement of the probability of feasible studies resulting because of the high
prices some land owners hold out for their properties, in some cases higher than
the price of downtown land in Miami. Thus, he concluded, we may have to get a lot
worse off before we get any better.
The Chairman asked Mr. Frank to report upon the nominees selected by his committee.
Mr. Frank stated he will have a report from his comnittee '\lith a list of eight
qualified names for election by the freeholders to the Board of Directors to serve
during the next fiscal year, Mr. Frank stated, all names he will submit will have
been contacted for confirmation on the list of nominees. 'l'he Chairman added that
at the November meeting names will be called for from the floor as well. A qrues-
tion as to the procedure was ans\olered by Mr. Holfe who stated that the names nomin-
ated by the committee do not need the confirmation of the Board and further that
the proposed list may be included with the notice of the November meeting to all
freeholders.
A motion was made to notify the freeholders along with the notification of the
November meeting of the names of nominees which will be presented by the committee
to the Board at the November meeting. Further, that names will be accepted from
the floor, also to be considered by the committee for preparation of the ballot.
A second was made and the motion passed.
The Chairman stated that for some time we have been without a chairman for our
Traffic and Transportation Committee. He added that he had given consideration
to many men and has now decided to present the name of Harry Tripp of the Bank of
Clearwater to this post. Further, that he has talked to Hr. Tripp as well as his
employer and both will accept the appointment if it is approved by the Board.
With only members' acceptance of the name, the Chairman asked for a motion to this
effect. A motion was made, seconded and passed to name Mr. Tripp to this post.
He added that Mr. Tripp will only serve until the present board goes out, but that
the new board may continue the appointment of Nr. Tripp.
The Chairman again referred to the work of the Land Use Committee and stated that
he does not want to underestimate the work that this committee is doing. He added
that he is now more optimistic than ever that we are on the right tract. That with
outside investors wanting to come into Clearwater downtown is the time when we
must act.
The date for the November meeting is November 30, 1971, at 2:00 PM, here in the
Chamber of Commerce meeting room.
Mrs. Phifer asked the Chairman regarding the by-laws regul&tions re board members
succeeding themselves for re-election, adding that in her opinion, if they may not,
that a year is too short a period in which to accomplish all that a board may set
out to do. The Chairman assured her that board members may succeed themselves by
re-election and added that in his opinion that any inte~ested new member will be
as able as those presently on the board. ~~. Homer added that all present members
of the boa~d have been contacted already and that all will be happy to serve
ano~her year if elected. The meeting was adjourned at 2:45 PM
