(A) On motion by Mr.' Hogan, seconded by Mr. Schwab, minutes of
July 1, 1986 were approved as written.
Chairman Johnson outlined the procedures for conditional uses and
advised that anyone adversely affected by a decision of the
Planning and Zoning Board with regard to conditional uses has two
weeks from this date in which to file an appeal through the City
Clerk's office. Florida Law requires any party appealing a
decision of this Board to have a verbatim record of the
proceedings to support the appeal.

A motion to table above item was made by Mr. Hogan, and seconded by
Ms. Nash. Motion carried unanimously (4-0).

property due to the fact that the same company has an option to purchase

As resident homeowners in this neighborhood, we oppose granting this conditional
use because of potentially adverse or objectionable features, affecting our
viable, long existing residential neighborhood. We ask that you look at the
bigger picture and not just the specific property under consideration today.
Ord.inance 1997 was adopted November 15, 1979 declaring that the USouth Greenwood
Area because of.its geographic location and proximity to the downtown area is
uniquely si~ua~ed to serve the residential needs of the inner city residents,
that the ~stablished corridors along Fort Harrison and Missouri Avenue adequately
serve and define the largely residential character of the South Greenwood
Neighborhood, that the City has, through its Housing Assistance Plan and Community
Development Block Grant program, established ~he South Greenwood neighborhood as
a target or strategy area wherein the eXpenditure of public mon~es has been
~ommitted to preserve and rehabilitate the residential character of the neighborhood,
that the Neighborhood Housing Services program, endorsed and supported in part by the
City, has selected the South Greenwood neighborhood as that area of the City wherein
its efforts to preserve and upgrade the quality of residential housing stock will be
concentrated. II

lot for the proposed Bel1eair Links Plaza are in the area rezoned by Ordinance'199?
to preserve and define the largely reaidential character of our neighborhood.

The requested conditional use is clearly not compatible with the existing viable
residential neighborhood, in the loss of green space and homes demolished to make way
for a paved parking lot. We are concerned about increased traffic generated by the
shopping center which is shown on the plan as being nearly 23,000 square feet.
We do not want access to the parking lot provided from the residentially zoned property.
The proposed office, retail and bank complex as large as this would. generate a hazardous,
heavy traffic into our small subdiviSions, with E street, McLennan Street, Belleview
Blvd., Wildwood Way beirig only two blocks long, mostly deadending at the railroad track.
Hamlet 1s especially hazardous. There will be lack of buffer separating the non-resi-
dential property from the residential.
The trees enhance the neighborhood around it and provide a nesting ground for a
variety of birds, and we are trying to preserve the trees and the green space pro-
teei;.ing ~he environment from noise and pollution on South Fort Harrison from heavy train

As resident homeowners in this viable long existing neighborhood, we oppose
granting this conditional use because of potentially adverse or objectionable
features affecting the health, safety and welfare of citizens of Clearwater.
The requested conditional use is clearly not compatible with the existing
residential neighborhood. We are concerned about the loss of homes to
make way for a parking lot close to our homes. We are concerned about the
loss of green space and trees or tree branches of great value not only for
beauty but also for environmental reasons. We are concerned about the proposed
Belleair Links Plaza and its proposed office, retail and bank complex of about
22,000 square feet needing so much parking space and corning into our long
established residential neighborhood to all but reZone so many RM-8 lots for the
parking lot. It can only increase traffic with such a large commercial plaz~
onto our streets. We do not want access to the parking lot provided from the
residentially zoned property. We ask your conSideration as we feel granting
the condit.ional use would have adverse effect on our residential neighborhood.
We believe noise generated from the site would affect the use, enjoyment and
value of surrounding properties. '

major and convenient thoroughfare for the Countryside

contributes to increased traffic volume or impacts t.raffic flow
cannot be in the best intEwests of t.he. cotnmtu"tit,y, 'tt"affic
management or the residents of the area. The business described
clearly meets all of my criteria list.ed above in the most
negat.ive way. I cannot believe the Clearwater traffic
engineers, police department or auto insurance companies can
support any function which furthers the traffic control/safety
problems which have grown at t.his intersection.
2. Wi thi none mi 1 e or 1 ess of thi s 1 ocati on thetOe are adequate
numbers of business establishmet'lts selling canoy out and sit in
alcoholic beverages. There are sl,ch establishments within
wallting distance of this Pt'operty fot- persons \~ho do not dt"ive
cars. The title of the named business seems to indicate that it
is t.o be a food store. If this establishment. requires a liquor
license, that implies to me that the business is not founded on
very 900d business principles ot- high qua1 it.y food service.
Therefore, it Seems to be a shaky business which has a high
probability of failure and t.he sales or lease value of the
business will be based on a liquor permit. This leaves t.he area
very vulnerable to fut.ut"e uses of t.he pt-ope'-t,y.
3. The area surrounding Northside Sql,are is t.otal 1 y.
residential. It does not seem too much to expect to have
business operations which preset"Ve the resident.ial nat.twe of the
area. My observation of the growth and development. of the
Northside Square Shops is not consistent with the mait'ltenance of
a residential environment. Carry out liquor sales implies
invitation of traffic, loitering. late business hour~ and noise
beyond levels cO,!,ffion to t"esidential t'leighbot-hOodE.
