On motion by Mr. Ferrell, seconded by Mr. Hogan, minutes of June 3, 1986 were approved as written. On motion by Ms. Nixon, seconded by Mr. Ferrell, minutes of June 17, 1986 were approved as written. Chairman Johnson outlined the procedures for conditional uses and advised that anyone adversely affected by a decision of the Planning and Zoning Board with regard to conditional uses has two weeks from this date in which to file an appeal through the City Clerk's office. Florida Law requires any party appealing a decision of this Board to have a verbatim record of the proceedings to support the appeal. The above request was continued from the Planning and Zoning Board meeting of June 17, 1986. Planning Director Paula Harvey reviewed the site plan with the Board members. noting specific conditions imposed by the City Commission at their review of the plan on June 19, 1986. Registered appraiser William Wood, 3024 Tanglewood, commented the loss of value to the homes in Oak Creek Subdivision would be approximately 25% as a result of the proposed project. Scott Nicoletti felt any new development should conform to the present land use. The neighborhood is now primarily Low Density Residential. Dr. Richard Weizenecker, 3056 Oak Creek Drive, stated patients are being forced out of the hospitals due to present legislation. He felt the proposed development would be a detriment to the community and would diminish the quality of life for the residents.of the subdivision. e Dr. Loyd Tabb, Medical Director of the Emergency Center of Humana Hospital in St. Petersburg and Medical Director of Park Lodge Nursing Home in Pinellas Park, commented on the changing roles of nursing homes and expressed concern regarding traffic influx, amount of visits to nursing home patients and treatment of property to the west of proposed development. In rebuttal, Attorney Ed Whitson, Jr., co-counsel for the applicant, reviewed the background and history of above request and felt the proposed project would be far more acceptable to the surrounding neighborhoods than the other uses which would be allowed on the property under the Public/Semi-Public classification. Ms. Nixon stated that on November 5, 1985, the Planning and Zoning Board unanimously recommended denial of both the Land Use Plan amendments and the zoning request and further recommended by a vote of 6-1 that the City Commission consider an RM-8 zoning category over the entire property. e Mr. Green expressed concern that the site plan had been approved by the City Commission prior to the Planning and Zoning Board's consideration of the conditional use.
