Minutes of the Planning & Zoning Board Page 2 May l3J 1986 - Planning Director Paula Harvey reviewed the background and history of subject property. She noted a storage building had been erected in a single family district p~eviously and was IIgrandfathered" in. Ms. Harvey noted it is not the intention of the City to extend the commercial zoning further north. Planning staff recommended approval of above request subject to the following: (1) building permit be procured within 6 months from the date of approval of above request; and (2) parking lot layout and internal circulation be approved by the Traffic Engineer to include that area under the same ownership within the CG and RS-8 zoning districts (showing in detail the property to the north). Discussion ensued concerning the relocation of the doors to the south. expressed concern regarding loading and unloading and if the existing building to the north should be destroyedJ the location of the doors on the south side of the proposed building would make platting of the subject property more feasible for development or sale. Attorney George Greer, representing Earl Williams, stated the request is to use the building as an office. The front parking area is restricted to three (3) cars at anyone time FOR SALE. He commented there will be no services performed on the premises. Ms. Harvey noted 1986 from agreement a notarized letter the other property owner, to lease the building for was received dated April 15, Davis Golf Shop, indicating the proposed use. e Planning Director Paula Harvey noted the Traffic Engineer felt the application misrepresents the parking. He commented as follows: (1) it is a rare used car lot which has a larfter sales office than display area; (2) enforcement of the "3 car treatment is impossible; and (3) the property to the west is unpaved, contains a ftarage and another building, and could not possibly hold 1110-15 cars consistent with the parking code. Planning staff recommended approval of above request subject to the following: . (1) use permit be procured within 6 months from the date of approval of above request; (2) approval of the parking plan by the Traffic Engineer; and (3) minimum parking requirements be met as defined in the Code. No other citizen appeared in support of above request. Robert and House at request. Hr. and adjacent Connie Searcy, owners of Casters and Wheels Specialty 1580 S. Missouri Avenue, appeared in opposition to above Searcy stated his property is located to the south to the subject property. He commented that 2 of the parking places now block visibility to his building. He expressed concern that the location of his building will be visibly obliterated with the display signage and parking. Discussion ensued concerning parking and the signage blocking the view of Hr. Searcy's business. Ms. Nixon will be and Mr. Green commented that the concerns expressed taken care of at the time of site plan review and that signage is the problem regardless of the number of cars for sale or customers.
