No citizen appeared in support of above request.
The following individuals appeared in opposition to above
request.
Rev. Kimbrell, pastor of Faith Bible Church, commented the church
has 122 students in their school and he felt approval of above
request would lower the atmosphere of the neighborhood concerning
morality and drinking habits. He stated the church is
endeavoring to assist persons and their families to overcome
alcoholic problems and approval of above request would be a
detriment to their work.
Rev. Kimbrell presented a petition signed by individuals in
opposition to above request.
Dr. William E. Kline, pastor of Trinity Baptist Church, stated
his church was overlooked in the notification and felt approval
of the above request would increase safety hazards and traffic
~mpact, especially at the intersection. He felt that to approve
the request would be a conflict of interest in the area as the
church has counseled many people and endeavored to work with them
in the rehabilitation of alcoholics.
Dr. Kline presented petitions signed by approximately 315 - 320
individuals in opposition to above request.
Ms. Dianna D. Williams, 154 Lake Shore Drive in Palm Harbor,
submitted'several signatures in opposition to above request and
expressed concern that the area would no longer be a family
community.
A letter dated April 29, 1986 was received from Ms. Penelope T.
Salsbury in oppoeition to above request.
Mr. Weglenek showed a drawing and submitted pictures explaining
the location was not readily visible from the street and there
had never been any problems at his establishment concerning the
consumption of beer and wine.
Mr. Schwob commented he was sensitive to the feeling of the
people in the neighborhood. He felt the request was based on a
new set of facts and should be considered in terms of the entire
area; i.e., traffic pattern, layout, etc.
Mr. Green exr.ressed concern regarding the change of use from beer
and wine to 'hard liquor" at this location and feared an increase
in noise and a general incompatibility with the neighborhood as
evidenced by the number of churches and schools in the vicinity.
Motion was made by Mr. Green, seconded by Mr. Schwab, to deny
above request. Motion carried unanimously (5-0).

process of revising his plan and layout and recommended
continuance of above request.
Motion was made by Mr. Green, seconded by Mr. Schwob, to
continue above request to the Planning and Zoning Board meeting
of May 13, 1986. Motion carried unanimously (5-0).

Ms. Harvey informed the Board that an ordinance will be prepared
stating that 5 individuals will constitute a quorum for the
Planning and Zoning Board public hearings.
Ms. Harvey informed the Board members appeal for a conditional
use for 4COP requested by Angel Properties/Mr. T's (CU 86-2),
approved with condition of exclusion of package sales by the
Planning and Zoning Board on February 4, 1986, will be heard by
the Hearing Officer at 3:00 PM, April 3D, 1986.
