Ferrell, Green and Hogan Also present: M. A. Galbraith, Jr., City Attorney (A) On motion by Mr. Hogan, seconded by Ms. Nixon, minutes of February 18, 1986 were approved as written. Chairman Johnson outlined the procedures for conditional uses and advised that anyone adversely affected by a decision of the Planning and Zoning Board with regard to conditional uses has two weeks from this date in which to file an appeal through the City Clerk's office. Florida Law requires any party appealing a decision of this Board to have a verbatim record of the proceedings to support the appeal. (B) Conditional Uses: 1. Lots 14 & 15, Bidwell Oak Wood Addn. (International Automotive, Inc.) CU 86-08 Request Auto Service Facility Zoned CG (General Commercial) Above property is located at 606-608 N. Fort Harrison Avenue. Peter Mangano represented the applicant. H~ stated request is to permit an auto service facility on the property. He commented a previous special exception was approved by the Board of Adjustment and Appeal on Zoning on June 14, 1984 and again on April 25, 1985. Mr. Mangano stated the intention was to extend the conditional use. However, this was never accomplished and the time lapsed. Planning Director Paula Harvey noted the Traffic Engineer commented the subject property appears to be too small to support a repair facility, employee parking, customer parking. and vehicle storage. Three letters in objection to above request were received as follows: Barbara Martin, 2616 Cove Cay Drive (dated February 26, 1986); Leon Whitehurst, Jr., 510 N. Ft. Harrison Avenue (dated February 27, 1986); and Mrs. Edith Peters, 605 N. Osceola Avenue (dated February 24, 1986). Ma. Harvey commented Planning staff reviewed the General Standards to be followed in granting this particular conditional use.
