the meeting of June 18,
seconded by Ms. Nixon, minutes of
1985 were approved as written.

Above properties are located on the west side of West Lagoon
Circle apprOXimately 175 feet south of Manor Boulevard North.
The Land Use Plan classification is Low Density Residential~
Ms. Harvey stated the property owners signed a petition re-
questing the extension of sanitary sewer services to West Lagoon
Circle. As a result of the requested study, the City is pro-
ceeding with the assessment project to extend the sewers to these
properties. The owners of seven lots signed the petition and
w1l1 take advantage of reduced processing fees.
Neither the applicants nor their representatives were present.
No citizen appeared either in support of or in opposition to
above request.
MotioD was made by Ms. Ni~OD, seconded by Yr. JobDson, to
recommend approval of above request. Motion carried unanimously
(7-0).

(C) Preliminary Subdivision Plat - Bypass Park
(Gooch & Gooch)
The above property is located at the nortbwest intersection of
Bypass Drive and Druid Road.
The Land Use Plan classification is Residential/Office and the
zoning designation is PS (Professional Services).
Roger M. Gooch of Gooch & Gooch represented the applicant.
Ma. Harvey oommonted the property is proposed to be subdivided
into seven lots. Currently, two office buildings are looated on
the site.
On June 27, 1985, the Board of Adjustment and Appeal on Zoning
granted a varianoe to the side setback requirement for the
existing offioe building on Lot 2.
The Resource Development Committee on July 11, 1985 reoommended
approval of the preliminary subdivision plat for Bypass Park
subject to the condition of a 5-foot sidewalk/drainage/utility
easement.
Ms. Harvey noted that with future development, each individual
development must meet the requirements of the PrOfessional
Services District.
No citizen appeared either in support of or in opposition to
above request.
Motion was made by Mr. Johnson, seconded by Ms. Nixon, to
recommend approval of the preliminary subdivision plat for Bypass
Park with the conditions as recommended by Planning staff.
Motion carried unanimously (7-0).
Chairman Mazur noted the contents of a letter received from the
City Manager concerning members of City advisory boards aVOiding
conflicts of interest and the appearance of Bame by declaring
any suoh conflicts of interest and not voting on said items.
Ms. Harvey commented that specifiC provision is provided under
the proposed Land Development Code tor the Planning and Zoning
Board to review conditional uses now termed "special exception"
uses. She noted that anyone presenting evidence to the Board
during these particular hearings will be giving evidence under
oath.

Ms. Harvey cited Item (D) (1) of today's Planning & Zoning Board
agenda as a response to Ms. Nixon's previous inquiry concerning
whether the City of Clearwater had any procedure adVising or
encouraging citizens to come into the City. Ms. Harvey commented
that this item is a direct result of some of the City's efforts
resulting in making services available in this area and
endeavoring to work with the property owners to encourage them to
come into the City. Although they received a reduction in costt
Ms. Harvey stated only 7 persons made application.
Mr. Anderson expressed interest in finding out in dollars and
cents what it is costing the City of Clearwater to bring this
group of 7 owners into the City.
Ks. Harvey commented on the City of Clearwater's administrative
procedure concerning the existing Code vs. the requirements that
are in the proposed Land Development Code.
