Ms. Harvey also noted the County Land Use Plan restricts develop-
ment along this portion of McMullen-Booth Road to a maximum of
2.5 residential units ~er gross acre. An amendment to the County
Plan will be required if transfer of jurisdiction is granted with
an RM-8 zoning designation.

Richard Fidler. Post Buckley, Schuh & Jernigan, represented the
applicant. He commented that plans are to develop the western
parcel (Tract A) with a single family subdivision, consisting of
18 residences.

Ms. Harvey commented that a IO-foot drainage and utility easement
is required along the north and south property lines of both
tracts; 20-foot additional right-of-way is re4uired for Landmark
Drive (Tract A)j and 50-foot additional ribht-of-way is required
for McMullen-Booth Road (Tract B).

conditions recommended by ~anning staff. Motion carried
unanimously (5-0). Mr. Mazur stated a conflict of interest. A
copy of Form 4, Memorandum of Voting Conflict, is attached for
the record.

Attorney Timothy A. Johnson, Jr., representing the successor of
owners, stated that plans are to develop the property with a
multi-family development at a density of 16 units per net acre.
He commented that the proposed Land Use Plan and zoning classi-
fications are compatible with the surrounding properties and that
if approved, additional housing would be afforded individuals
working in the nearby area.

described their usage.

She also noted that approval of the RM-l6 zoning will require an
amendment to the County Land Use Plan which classifies the
property as Urban Low Density Residential restricting development

She noted that on December 15, 1983 the City Commission con-
sidered the subject amendments as part of the Area 14 rezoning
area. The item was tabled at the request of a representative for
the property owner. The City Commission on June 21,1984
approved removing the request for change from the table and
directed it be advertised for public hearing as initially re-
quested by staff.

Ms. Harvey commented that subject lots are presently developed
with a parking lot for employees of the Kapok Tree Inn
Restaurant. She stated that such a parking lot would be con-
sidered permitted by special exception in the proposed RS-50
'zoning district. Ms. Harvey noted that such use would be
"grandfathered" in this location.

ConHiderable discussion ensued concerning the placement of the
access easement. Several members expressed concern regarding the
safety factor for the residents of the neighborhood in providing
the access easement to U. S. 19.

Motion was made by Mrs. Regulskl, seconded by Mrs. Rogers, to
recommend approval of above request, with the recommendation that
the primary consideration for access to Lot 4 should be the
safety of the residents in Southgate Mobile Home Park. Motion
carried unanimously (5-0).
2. Countrypark (formerlY Parkwood) - Located on the
S side of ~nterprise Road, adjacent on the E to
Tract G, Northwood Estates (McNay Bros. Investment Co.)
Above property is located on the south side of Enterprise Road,
adjacent on the east to Tract G, Northwood Estates.

Terence McNay, McNay Brothers Investment Company, stated that
the Resource Development Committee on JUly 26, 1984
had recommended approval of the preliminary subdivision plat for
Countrypark subject to conditions which have since been met.
Mr. McNay noted that access to the 6l.3-acre project will be
provided via an entrance off of Enterprise Road and Saber Drive
to the west.

recommend approval of above request. Motion carried unanimously
(5-0).

Wray Register, Chairperson of The Long-Range Waterfront Planning
Committee, reported on the key features of the Bayfront Planj
namely, the installation of marina slips in an area designated as
the north park, establishment of a waterfront promenade along the
west edge, a green belt along the eastern edge of the loop, and
location of a community center in several alternative locations.

Mrs. Register invited input from the Board members and various
aspects of the Plan were discussed, including the timetable for
the public hearings and referendum and the funding of the
project.

Discussion ensued concerning holding a special meeting of the
Board for the purpose of making a recommendation. Decision was
made to hold a special meeting on this item at 4:00 PM, August
21, 1984.

2. Land Development Code
The Sign Regulations and Uniform Development Regulations portions
of the Code had been distributed to the Board members and it was
requested by the Planning Director that comments be submitted to
John Richter by August lO~ 1984.

3. Planning & Zoning Board Meeting Time
A change in the meeting time of the Planning & Zoning Board
public hearings was discussed and it was determined that the
present schedule will be adhered to at the present time.

Chairman Mazur requested a history of the attendance of the Board
members from January, 1984 through August 7, 1984. This will be
provided.

Ms. Harvey noted the upcoming planning conference and invited the
Board members to contact her if they were interested in
attending.
