Public hearing was held for the purpose of considering requested
annexation and zoning and amendments to the Land Use Plan and
Zoning Atlas followed by public hearing for the purpose of
considering master site plan, Zoning Ordinance text change and
preliminary subdivision plats.
Tapes of public hearings are on file in the Planning Department.

Mr. Healey stated the petition for annexation was submitted as a
result of this property now being under the same ownership as the
adjacent properties which are currently the sUbject of agreements
to annex now being considered for annexation. The applicant is
requesting a waiver to the old parkland dedication/cash payment
requirement.

Above property is located on the east side of Old Coachman Road
approximately 1280 feet north of Gulf-to-Bay Boulevard and
370 feet south of Drew Street. Subject site is vacant and
consists of 8.2 acres MOL.

Shirley Hanis of Post. Buckley. Schuh & Jernigan repesented
applicant. She stated plans are to develop the property, with
multi-family dwelling units at a maximum of 16 units per net
acre. She commented that proposed request would be the most
appropriate use for SUbject property in light of the usage of the
adjoining properties. She stated that according to the Traffic
Study made. she felt the present CG zoning classification would
generate more traffic compared to the proposed use of subject
property.

of-way.

Above property is located between Landmark Drive and McMul1en-
Booth Road approximately 2650 feet south of Curlew Road. Subject
area is vacant with the exception of one single family house
fronting on Landmark Drive. Total acreage consists of 6.01 acres
MOL.

Keith Appenzeller of Post, Buckley, Schuh & Jernigan represented
the applicant. He stated proposed plans are to construct twenty
(2Q) multi-family units in one building on Parcel #2 with access
provided from McMullen-Booth Road. There are no immediate plans
for, development of Parcel #3.
Mr. Healey commented that the proposed RS-200 zoning resulted as
an attempt to preserve the low density character on McMul1en-
Booth Road and Landmark Drive. The existing residence (Geiger)
is si tuated at the west end of Parcel #1.

Mr. Healey noted that an additional 20-ft. right-of-way is
required for Landmark Drive and a la-ft. drainage and utility
easement will be required along the north and south sides of
subject property. Additional right-of-way needs to be granted to
p'fovide a laO-ft. one-half right-of-way for McMullen-Booth Road.

Chairman Regulski commented that the arrangement appeared
awkward.

Discussion ensued concerning the layout of the three parcels,
including 'access and egress.
No citizen appeared either in support of or in opposition to
above request.
Motion was made by Mr. Goodwin, seconded by Hr. Bickerstaffe, to
recommend approval of (1) (a), (b), (c) and (d) above, sUbject to
the 20-ft. additional right-of-wijY for Landmark Drive, an
additional 50 ft. of right-of-way on HcMu11cn-Booth Road, and a
lO-ft. drainage and utility easement along the north and sout~
sides of the property. Motion carried. Mr. Mazur abstained due
to a conflict of interest.

of US 19.

Keith Appenzeller of Post, Buckley, Schuh & Jernigan represented
the applicant. He stated that the approximate 41.2 acres are
under two separate ownerships but that the Babcock Company will
develop the entire tract, consisting of 93 lots with RS-100
Single Family Residential zoning classification.

The Resource Development Committee approved the preliminary site
plan for Brewton-Babcock on JulY 28, 1983 with modifications made
by staff. Conditions were enumerated for the Board1s infor-
mation; in particular, that adequate provisions for connection -to
Curlew City to the west and the remnant parcel to the south be
made.

Mr. Healey stressed the need for an overall circulation of
SUbject area and improved access between neighborhoods, stating
there is a definite need for a connection to be continued from
tract to tract.

Motion was made by Mr. Hogan, seconded by Hr. Bickerstaffe, to
recommend approval of proposed Zoning Ordinance text change, with
the changes noted; i. e., subject to the revision clarifying the
application of the regulation requiring no side setback for that
portion of a building connected by a common wall. Motion
carried unanimously.
(H) Preliminary Subdivision Plat (First Federal Savings &
Loan of Tarpon Springs) - Located W side of Belcher Road,
approximatelY 450 ft. N of Gu1f-to-Bay Boulevard
Above property is located on the west side of Belcher Road
apprOXimately 450 feet north of Gulf-to-Bay Boulevard. SUbject
site consists of .55 acres MOL.
Mr. Richter presented the plan to the Board, stating that
proposed plans are to renovate the existing building on the site
to be used as the Belcher Road Branch of th First Federal Savings
& Loan Association of Tarpon Springs. The request for a
variance to Sec. 20-10 (A) (1) of the Subdivision Regulations
requires that prior to the issuance of a building permit, the
final plat must be approved. Subject property has already been
subdivided and transfer of ownership has already occurred.
Mr. Healey stated that the Resource Development Committee
reviewed the preliminary plat on August 8, 1983 and recommended
approval, subject to several conditions, which conditions he
enumerated.
Mr. Healey stated that the property appears not to be divided
consistent with the Zoning Ordinance regulations; in particular,
parking, which will not be divided proportionately between the
two parcels. The parcel to the north does not appear to meet
the parking requirements and recommendation was made that the
parcel to the north should require platting. The possible use of
a cross-parking agreement was discussed.
Ne1ther the applicant nor a representative was present.
Motion was made by Hr. Bickerstaffe, seconded by Mr. Turner, to
recommend approval of the preliminary plat for First Federal
Savings & Loan Association, subject to the recommended conditions
of approval relating to the platting of the adjacent property and
to the requirements of the Zoning Ordinance being met on both
lots. Motion carried unanimously.
Mr. Green left the meeting at 4:40 PM.
Under Chairman's Items, Mrs. Regu1ski commented that she had been
4pproached to participate in the newly formed Comprehensive
Long-Range Waterfront Planning Committee. She asked for the

attend such meetings, the next of which will be held on
September 15.
Considerable discussion ensued concerning in what capacity
Mrs. Regulski would participate at the meetings; i. e., as a
representative of the Planning and Zoning Board or as an
individual expressing her views.
Board members expressed concern with I~rs. Regulski attending and
representing the views of the Planning and Zoning Board, but
encouraged her attendance as an individual. Mr. Mazur stated
that if a plan is going to be generated from this group, he felt
it should be brought before the Planning and Zoning Board for
review.

Mati on was made by Mr. Goodwi n, seconded by ~'r. !logan. to send
Jan Regulski to the next meeting of the Comprehensive long-Range
Waterfront Planning Committee to obtain further information as to
the purpose of the Committee and how she can participate in it as
the Chairman of the Planning and Zoning Board without a conflict
as to the purpose of the Board without necessarily speaking for
is members. Motion carried unanimously.,
Under Board & Staff Comments, Mr. Mazur inquired if staff would
look at other municipalities and see if it would be out of
line to require either the applicant or a representative be
present concerning site plans or plats that come before the
Planning and Zoning Board. He suggested this might be incor-
porated in the new Development Code.
