Subject site consists of a total of 6.89 acres MOL and is partially developed with offices, a restaurant and a commercial business. D m Mr. Healey reviewed the background and history of SUbject property, stating that the proposed requests would result in commercial classifications for the 300 feet fronting on US 19 and professional office classifications for the remaining property. (Item was continued from June 21, 1983 in order to permit the submission of M & B 44.03 and to address several concerns regarding zoning and Land Use Plan designations, utilties and services provided by the City.) I I I Frank Kunnen, 912 S. Highland Avenue, appeared before the Board representing the property owners. He described the development of subject property and its progress to date. He suggested M & B 44.05 be considered for CG zoning classification to tie into the commercial usage on the front. He requested that a timetable for City services be provided. I I The property owner requested that an additional 150 feet of undeveloped property,westward of the 300 ft. depth of commercial property along US 19 be considered for commercial classification rather than Professional Services. I Attorney Harold Wilson stated his desire to have M & B 44.04 be designated CG, General Business, and inquired if City services were available. In that regard he was advised to contact the Utilities Department. I Mr. Healey described the individual commented that in the new Development Code US 19 would be designated differently. parcels (M & B's). He all CG Districts along I I Mr. Healey showed a map illustrating a realignment and alter- native recommendation for CG and PS zoning classification of the parcels and stated that this would afford-some protection to the adjacent mobile home park residents, afford some flexibility in the plans, and would discourage commercial usage along Nursery Rd. He commented that in order to clarify the Code and preclude the need to make a case-by-case determination, a Code amendment is proposed to specifically include conference center among those ancillary business uses which may accompany a hotel/motel use. m ~ ~ Attorney Curtis S. Kiser represented the applicant, Clearwater Beach Hilton, and explained the manner in which the situation arose. It is proposed that the now vacant restaurant/lounge atop the Hilton be utilized as a conference center, with overnight accommodations for those persons attending said conference. Mr. Hawkins stated that this proposed amendment is being processed to comply with the terms of the City's agreement with Southwest Florida Water Management District relating to the Alligator Creek flood protection program. The application proposes the creation of a new zoning district to be identified as the Flood Plain (FP) Overlay District which would recognize the lOO-year floodplain on the Zoning Atlas. The ordinance would provide applicable development regulations given the probability of or flooding in the floodway protection areat the 25-year floodplain and the 100-year f100dplaint respectively. The ordinance defines the three sub~categories based in part on information prepared for the Pine1las County Master Drainage Plan. a D a a Karen Wilson.
