Canan and Goodwin I .1 I Public hearing was held for the purpose of considering requested annexation and zoning and amendment to the Land Use Plan followed by public hearing for the purpose of considering items to be included in an ordinance amending the Land Use Plan and Zoning Atlas in Areawide Rezoning, #ll-B, S. Ft. Harrison Avenue, East. a Tapes of public hearings are on file in the Planning Department. Chairman Regulski discussed with the Board members a memorandum presented concerning suggested outline of procpdures for conduct of public hearing items. Discussion ensued and several modi- fications were offered. I I Motion was made by Ms. Rogers, seconded by Mr. Hogan, to approve the procedures with the changes presented and that they be implemented effective immediately. Motion was carried unan- imously. A single familY residence now exists on the property. I B. Ca~ab1anco, representing Mr. Jones, appeared before the Board. Mr. Healey noted the following: a quit claim deed for the balance of the necessary right-of-way will be required for the north one-half of "ursery Road; it is suggested that the abutting right-of-way for Nursery Road be annexed; and a la-foot drainage and utility easement will be required along the periphery of the property. (Multiple/City) EXCEPT WHERE NOTED I- I Ms. Paula Harvey gave a brief introduction and background concerning properties involved in the Areawide Rezoning #ll-B, pointing out that sUbject application is being considered for review in order to insure consistency between zoning districts and the land Use Plan and in consideration of whether the present classifications are appropriate based on changing conditions and neighborhood level refinement of both the plan and zoning districts. He felt it is important to preserve and encourage re~ habilitation of this area in connection with the Community Development Block Grant and Neighborhood Housing Servicesl efforts. He further pointed out the several reasons for con- sidering plan and zoning amendments at this time. as I I Mr. Bickerstaffe suggested putting the entire area into ML (Light Manufacturing) Zoning District. He felt it would increase the value of the ownersl properties and allow the houses that have been developed into business uses to continue.
