Kasak, Post, Buckley, Schuh & Jernigan, repre- sented F10rida Suncoast Home Corp. and stated that they are making adjustments to the site plan to include concerns of the Resource Development Committee. Mr. Healey reviewed the proposed amendment and recommended that approval should be based on the condition that additional right-af-way requirements for S.R. 580 be met and that the buildings be adjusted to the north to provide a greater setback distance from that right-of-way. He further stated that the site plan should be subject to the relocation of the covered parking spaces so they not cover water lines. '3 ',.' \'ll~\" a I Minutes of the Planning & Zoning Board - May 3, 1983 Page 2 I The Resource Development Committee. in review of the plan, has suggested the following: (1) The 15 foot right-of-way easement be granted along State Road 580 prior to issuance of any addi- tional certificates of occupancy; (2) The accompanying fence and landscaping plan be incorporated as part of the site plan approval; (3) The requisite initial building permit(s) for the remainder of the development be procured within six (6) months from the date of final reading of the ordinance and all certi- ficate(s) of occupancy be procured within two (2) years from the date of issuance of the initial building permit. Motion carried unanimouslY. Mr. Mazur arrived at 1:40 following this item and did not participate or vote. (e) Dock Application - Alliance Building Corp. (DOlphin Marine) Lots 3 & 4, Blk. C, Clearwater Beach Park. 1st Addn. (Located E side of Eastshore Dr.) a D a I Mr. Larry Fisk. Dolphin Marine Construction, represented the applicant. stating that Mr. Tilly proposes to install eight slips and a dock to be used by the owners of the condominium only. He fUrther stated that the Harbormaster's comments have been added into the plans. No citizen appeared either in support of or in opposition to above request. Mr. Healey stated that this dock application is for a special exception and as such needs a recommendation by the Board on how it relates to the surrounding land uses. provisions for parking, or any other implications it may have on the area. The appli- cation will then be going before the Board of Adjustment and Appeal for a final determination. The Harbormaster has approved SUbject dock application with the condition that two (2) addi- tional intermediate mooring piles be installed at the locations shown on the plan. The Harbormaster further determined that construction of the dock would not adversely impact navigation or interfere with the use of waterfront areas of adjacent pro- perties, provided the lot waterfront width is in fact 120 L.F. Mr. Healey further stated that Planning staff recommends approval with the condition that the owner of the existing boat lift on a dock immediately to the south agrees to relocate to permit its continued usage, and also that the slips be made available to the condominium owners only. Harrison property owners), stated opposition to the rezoning of Lots 33 and 34, two corner lots on Jasmine Way and S. Ft. Harrison. He further stated concern with economic development in the area with a restrictive zoning of PS. I I Attorney Emil Marquardt, representing Morton Plant Hospital, expressed concern with M&B 12-16 as it is developed with a nursing home and he does ,not believe nursing homes are allowed in a PS zone. I I Mr. Healey answered that nursing homes are now allowed in a PS zone. ' ,I Motion was made by Mr. Mazur, seconded by Mr. 8ickerstaffe, to recommend approval of above request excluding property from Jeffords St. to Pinellas St. and fronting on S. Ft. Harrison Avenue zoned CG, to be voted on separately. Mr. Goodwin moved to amend the motion to exclude Lots 33 and 34. Motion was seconded by Mr. Turner. Amendment failed 4-5 with Chairman Regulski, Mrs. Rogers, Messrs. Mazur, Bickerstaffe and Hogan voting "naye". Main motion carried unanimously.
