Public hearing was held for the purpose of considering requested annexa-
tion and zoning and for the purpose of considering items to be included
in an amendment amending the Land Use Plan and Zoning Atlas.
Tapes of public hearings are on file in the Planning Department.
On motion by Mr. Mazur, seconded by Mrs. Rogers, minutes of January 18,
1983 were approved as written.
With the Board members' approval, Chairman Regulski deviated from the
printed agenda and proceeded to Item D (1) & (2).

Above property is located on the south side of Park Streett west of
Betty Lane. Subject area consists of .46 acres MOL and is developed
with four single family residences.
Mr. Healey commented that the larger area to the south is currently the
subject of public hearings for a request to RM-16 as a result of the Area-
wide HID Rezoning considered by the City Commission in Septembert 1982.
The Commission's intent was to include this small area in the larger
.RM-16 area in order to create a unified Medium Density Residential
district. However, due to an oversightt it was not included in the
initial follow-up applications to the area-wide rezoning.
H. Houchard, owner of Lot 5t appeared before the Board and asked for
clarification concerning setbacks. This information was supplied by
the Planning Director.

entered into March 26, 1973. Lots are now contiguous to the City limits.

Above p~operty is located on the east side of Meadow Lark Lane, north and
south of Kentucky Avenue. Subject site is currently vacant and consists
of 1.61 acres. Proposed usage is for the development of a church. At
a later date the applicant plans to request the vacation of the un-
developed portion of Kentucky Avenue between Lots 6, 7 and 8, Block 2
and Lots 3, 4 and 5, Block 3 and the alley between Lots 3, 4 and 5 and 6,
7 and 8, Block 3, to permit the development of a church on the entire
parc~l.
Curtis DeYoung represented the applicant, stating that the Bayview Baptist
Mission has a contract to purchase the property, with the intent of pro-
viding a community church site and relocating Bayview Baptist Mission.
He commented that it is necessary to vacate Kentucky Avenue in order to
complete proposed plans.
Those citizens appearing in opposition to above request were: W. Kennedy,
Jr., 224 Meadow Lark Lane; Franklin Bowman, 210 Meadow Lark Lane, Pat
Corry; David Blackard, 200 Meadow Lark Lane. These residents expressed
concern regarding increased traffic infringing upon a residential neigh~
borhood, the presence of narrow, unpaved streets, limited access and the
need for regular road maintenance.
~. Healey stated that the Public Works Department had suggested that only
the rights-of-way of Kentucky Avenue and Bay Street and the alley in
Block 3 be annexed.
Doard discussion ensued concerning rights-of-way and the vacation of
streets, in addition to the present street system which needs to be up-
graded.

Mr. ~ealey reviewed the background and history of the Italian-American
Club, which property is located east of subject property. He cited
that the Moose property is located to the north and there is a sub-
stantial block of ISP usage adjoining the proposed church property.
Planning staff recommends approval of proposed request and would support
the waiver of the parkland dedication requirement, but recommended the
applicant pay the normal application fee.
Mr. Bickerstaffe expressed the opinion that subject area should remain
residential in character and that ISP zoning district should not be
extended. Mr. Green concurred, noting that the adjoining ISP districts
were accessed from McMullen-Booth Road and not really pertinent.

To Consider Request to Amend the Zoning Atlas of the
City of Clearwater
Article III, Sec. 131.136 to add (3) implementing a statement
of policy in Land Use Element of City Plan, assuring consistency
with Pinellas County's Residential/Office/Retail (ROR) Land Use
Plan designation for properties annexing into Clearwater's cor-
porate limits with a City Commercial/Tourist Facility plan
designation.

On December 9, 1982 the City Commission directed that an amendment to
the Land Use Element of the Clearwater Comprehensive Plan be prepared,
its purpose being to clarify the consistency between the land use
categories maintained on the city and county land use plans. A possible
discrep~ncy was brought to light in regard to the administration of the
Residential/Office/Retail (ROR) category utilized by the Pinellas County
Planning Council. Upon approval, strict consistency would be established
between ROR category as applied on the County Plan and the Commercial/
Tourist Facilities category applied on the City Plan. Affected parcels
are few in number and located along U. S. 19 between Drew Street and
Curlew Road.
A corollary amendment to the Zoning Ordinance is proposed to implement
the statement of policy in the Land Use Plan element. Such amendment
proposes to establish guidelines of the ROR category as requirements
within the City's Parkway Business (CP) zoning district to assure com-
pliance.
Mr. Healey referred to Sector 6 of the County Plan and to the subject
area.
Motion was made by Mr. Bickerstaffe, seconded by Mrs. Rogers, to recom-
mend approval of above request. Motion carried unanimously.

Marina Facilities Element of the Comprehensive Plan
Chris Papandreas, Chief Planner/Long Range, discussed the Marina Facilities
element of the Comprehensive Plan, prepared in September, 1982. She
summarized the content for the Board members and stated 'that a survey had
been conducted which included present and future needs of marina facili-
ties. She stressed that an extensive review had been accomplished con-
cerning future needs and discussed both feasible and non-feasible loca-
tions for marina expansion.

Intergovernmental Coordination Element of the Comprehensive Plan
T. D. H~wkins, Planner II/Long Range, discussed the Intergovernmental
Coordination element of the Clearwater Comprehensive Plan prepared in
the summer of 1982. He stated this element establishes goals and
policies for cooperation among units of local government, both for plan
preparation and implementation, and illustrates relationships and guide-
lines to be used in the coordination of the adopted Comprehensive Plan.
The purpose of this element is to establish those policies to insure the
effective coordination between the City of Clearwater and governmental
agencies l'ihich have a direct or indirect effect upon the Ci ty:~s compre-
hensive plan and implementation effort. An increase in exchange of
information between governmental units will benefit private citizens
in that government will operate more efficiently.

Aviation Element of the Comprehensive Plan
T. D. Hawkins then discussed the Aviation element of the Clearwater
Comprehensive Plan, written in the spring and summer of 1982. He stated
the element is divided into four basic sections: (1) establishes goals,
objectives and policies; (2) presents an inventory and analysis of
airports in the Tampa Bay area and current rind future supply and demand;
(3) outlines and reviews regulatqry framework surrounding aviation
facilities; and (4) recommendations are proposed to help alleviate
several existing conditions with emphasis on a more controlled management
system.
Mr. Hawkins then outlined several recommendations for the Board, in-
cluding upgrading facilities, prohibition of any activity which con-
flicts with powered aircraft, enacting appropriate local legislation
to insure safety for the use of the airport and regaining managerial
control of the airport.
Edwin Smith, Airport Authority, and Allen V. Mahan, Public Works De-
partment and liaison for the Airport Authority, appeared,before the
Board and answered questions posed.

Motion was made by Mr. Mazur, seconded by Mr. Bickerstaffe, to recommend
approval of the Marina Facilities, Intergovernmental Coordination and
Aviation elements of the Comprehensive Plan. Motion carried unani-
mously.
Mr. Healey distributed a memorandum consisting of a list of 1982 ac-
complishments and 1983 objectives for Planning staff and asked for input
from the Board.
Paula Harvey, Planner II/Current, reported that during the past year
-the City Commission followed the Planning & Zoning Board recommendations
some 91% of the time, an increase of 1% over the previous year.
