Tapes of public hearings are on file in the Planning Department. On motion by Mr. Bickerstaffe, seconded by Mr. Mazur, minutes of November 2. 1982 were approved as written. S. 19. Mr. Healey stated determination had been made that subject property was not a wetland but a low-lying area. This was the result of a survey. Therefore. there is a need to adjust the original recommendation for AL, Aquatic Lands and to correct it on the Plan. Motion wa. made by Hr. Minutes of the Planning & Zoning Board - November 16. 1982 Page 12 Above property is located between Dre~ Street and Gulf-to-Bay Boulevard, west of Highland Avenue and east of Hillcre~t Avenue. Mr. Healey expwined the above reqQeat is a follow-up to the Drew Street area- wide rezoning. He reviewed the background and history of above request. pointing out the fact that the Couneycalculates density at gross and the City at net. Determination was made to rezone the property from RM-16 to RM-12 and have the PPC approve the request at medium density or low-medium density which would allow it to be shown at medium density on our Plan. This 'was at the direction of the City Commission. No citizen appeared either in support of or in objection to above request. Motion was made by Mr. Bickerstaffe. seconded by Mr. Anderson. to recommend approval of above request. Motion carried unanimously. Preliminary Plat - Sunset Highland Shopping Center (Stuart S. Golding Co.) - Located SE intersection of Sunset Point Road and Hi~hland Avenue Ms. Patricia Stough of Mudsno Associates represented the client. She described the proposed addition to the Sunset Highland Shopping Center, stating there would be approximately 49,000 additional square footage. Mr. Healey expressed . additional access on review. Further. he present S8S station.. concern regarding the outparcel, stating there should be no High~and Avenue and that this parcel should come back for suggested eliminating one curb cut on each street for the He commented that the plat conforms to the site plan. Motion was made by Mr. Bickerstaffe. seconded by Mr. Goodwin. to recommend approval of above request with the following conditions: there be a site plan revie~i and there be no separate access to Highland Avenue on Parcel 3. Motion carried unanimously. Under Director's Items, the following were discussed. Application of Densitv/HeiRht Considerations Mr. Healey discussed the relationship between height and density with the Board members and presented some site plans as examples. Discussion ensued. Municipal Plannin~ Assistance Grant Mr. Healey distributed to the Board members the first draft of a proposed 1982/83 Municipal Planning Assistance Grant program for Clearwater Beach, describing the various phases involved, including traffic analysis and streetscape program. Minutea of the Planning & Zoning Board - November 16, 1982 Page 13 Mr. Healey reported that he had checked with the Building Department mgarding the dock situation at the Ialand Walk project reported by Mr. Canan at the Planning and Zoning Board meeting of October 19. 1982. Contrary to conditions recommended by the Board on Februlry 3, 1981, these docks are now being rented and as yet no construction on this phase of the condominiums had begun. The Building Department has given these renters until S PH, November 16. 1982 to remove their boats or they will be issued citations. If necessary, this matter will be pursued further and an affidavit of non-compliance will be filed with the Code Enforcement Board. Heeting adjourned at 3:15 PM. ~ .'.
