a bank on the property.
Mr. Healey stated the site plan for the bank had been reviewed by the Resource
Development Committee on September 23t 1982. RDC recommended approval of said
site plan subject to several changes being made for parking and on-site retention.
Such changes will be coordinated with the County inasmuch as it is ant~cipated
that the initial bUilding permits will be issued by the County. Mr. Fernandez
was advised that this item would not go forward to the Commission until the site
plan was revised per RDC direction.
Motion was made by Mr. Bickerstaffet seconded by Mr.

Above property is located on the south side of S. R. 580 approximately 230 ft.
west of Enterprise Road. Subject site is vacant and consists of 3.07 acres MOL.
Emil C. Marquardt, Jr., representing the applicant, gave a brief presentation.
He commented that subject parcel is a part of the property designated for future
exp'81sion of the new Catholic Church-Countryside on a site plan approved by the
City Commission on December 17, 1981. Mr. Marquardt distributed a fact sheet
to the Board. members, stating that proposed project is for the accommodation of
moderate-income elderly.
Consultant Robert Renfroe elaborated on the project, giving additional background
snd history of the proposed project for this site. Plans are to build and 84-unit
HUD Section 202 elderly housing project. He stressed that there will be ample
buffering for this project.
Lee J. Heidingsfeld, 2212 Sequoia DriveJ appeared in opposition to proposed project,
stating there are already sewer system and water retention problems in the area and
expressed concern regarding flooding of his immediate area. Further, he felt the
project would add to the traffic congestion in the areS. He stated he had cir-
culated a petition and obtained 400 - 500 signatures expressing concern regarding
property values should this project be completed.
No citizen appeared in support of proposed project.
Mr. Healey showed Board members a site plan for the existing property and referred
to an aerial photograph showing location of subject site. He felt the surrounding
properties would not be adversely affected and there would be an ample amount of
open space and buffering due to the location of the golf course. He commented
that the gousing Element of the Comprehensive Plan denotes the necessity for
this type of housing. He stated the sanitary sewer capacity is ample.
Mr. Goodwin expressed concern regarding additional traffic and the location of
subject site..
Mr. Bickerstaffe expressed concern thatJ should the subject site be rezoned as
proposed, the project might not be completed and the zoning would remain RM-28 on
that parcel. He also expressed concern regarding the proposed site for the
project.
Motion was made by Mr. Bickerstaffe, seconded by Mr. Mazur, to recommend den'sl of
above request (1) (a) and (b). Motion was defeated 3-6, with Mesdames Regulski
and Rogers and Messrs. Anderson, Canan, Goodwin and Turner voting I'naye."
Motion was then made by Ms. Rogers, seconded by Mr. Turner, to recommend approval
of above request (1) (8) and (b). with the understanding that were the proposed
project not built, subject property would revert to existing plan and zoning
designations. Motion ca~ried 6-3, with Messrs. Bickerstaffe, Hogan and Mazur
voting "naye.1I
