Mr. Wilder entered into the record two letters of
Sherman A. Gardner, Executive Director of Bayview
Anderson, General Partner of Growers Properties.

Mr. Healey reviewed the background and history of Parcel No. I,
is designated Medium Density on the entire parcel and staff would recommend RM-12 zoning
classification. He noted the following: (1) property to the west is developed and
zoned RM-12j and (2) County Plan is designated Low/Medium Density (10 units/acre).
Mr. Realey then reviewed the background and history of Parcel No. 2 and described the
surrounding uses of subject property, noting commercial zoning is designated along
Gulf-to-Bay Boulevard and, if extended, such commercial designation might lead to access
other than from Gulf-to-Bay Boulevard. He expressed concern regarding the impact that
additional density would have on the property in total.
Mr. Mazur posed the question of the vacation of Rogers Street and Mr. Healey noted that
a IO-ft. right-of-way easement will be required as part of this annexation request along
the south side of Rogers Street.
Mr. Goodwin felt subject property to be unique in nature and stated his preference for
allowing greater building height in order to preserve the waterfront vista, Mr. Bicker-
staffe was of the same persuasion but felt RM~28 would allow too much height. In ad-
dition, he stated his preference for parking beneath the buildings on the property.
Board members discussed the feasibility of RPD zoning classification being utilized for
subject property.
Motion was made by Mr. Mazur, seconded by Mr. Canan, to recommend denial of Parcel No. 1
(a) and (b). Amendment to the motion was offered by Mr. Mazur, seconded by Mr. Canan,
to include the recommendation that the annexation be approved with the zoning density
of RM-12 and the Land Use Plan to remain Medium Density Residential.
An additional amendment was moved by Mr. Goodwin, seconded by Mr. Bickerstaffe, to accept
the annexation at RM-16 with the recommendation that the City Commission consider the
property in question and the four acres to the east zoned RM-28 at an RPD-20.
Upon vote being taken, Goodwin amendment was carried, with Ms. Regulski and Messrs. Hogan
and Mazur voting "naye." The main motion, as amendedt carried, with Ms. Regulski voting
"naye."

be RM-12 and the Land Use Plan remain Medium Density Residential.
Amendment to the motion was made by Mr. Bickerstaffe, seconded by Mr. Goodwin, to recom-
mend annexation and Land Use Plan Medium Density and RM-16 to be consistent with the pre-
vious motion "(Parcel No.1) and the further recommendation that the City Commission
consider the subject property and the four acres to the east zoned RM-28 at RPD20.
Upon vote being taken, the amendment carried A-3, with Ms. Regulski and Messrs. Hogan
and Mazur voting "naye." The main motion, 8S amended, carried unanimously.

Ordinance No. 2862~82 w Airport Environs (AE) Overlay District

Above item was continued from the Planning and Zoning Board meeting of October 5, 1982.
Mr. Healey explained the reason for the proposed ordinance and reviewed the history,
explaining the height limitation that would be imposed for properties in the area
delineated. Mr. Healey commented that proposed ordinance is an endeavor to try and limit
building and vegetation heights within the airport environs.
Motion was made by Mr. Bickerstaffe, seconded by Ms. Rogers, to recommend approval of
Ordinance No. 2862-82. Motion carried unanimously.
Under Board and Staff Comments item, Mr. Canan noted that docks have been erected in
conjunction with Island Walk project contrary to conditions recommended for approval by
the Planning and Zoning Board on February 3, 1981. He stated the docks are now being
rented and as yet no construction on this phase of the condominiums has begun. He re-
iterated that the Board members expressed concern that the boat slips and docks be
utilized expressly for owners of the propoaed condominium. Discussion ensued.
Motion was made by Mr. Canan, seconded by Mr. Goodwin, that staffcheck the BAA action
concerning docks approved for Island Way condominium and ask enforcement officers to
proceed to see that stipulated conditions be upheld. Motion carried unanimously.
