The above property is located eas~ of U.S. 19 running south from
Enterprise Road East approximately 1,800 feet. The site is va-
cant and consists of 27.32 acres MOL.
Mr. Keith Appenzeller, Post, Buckley, Schuh & Jernigan, repre-
sented Mills Development Group and described subject property
and location of same, reviewing the background and history for
the Board.
Mr. Elli Mills, President of Mills Development Group, stated that
the reason for the request for annexation and zoning of subject
property is to receive City of Clearwater utilities.
~rr. Marshall Harris, owner of property in block 44, lots B -19,
stated that he is not opposed to the annexation of subject Parcel
D but opposes the zoning change. He also presented a petition
signed by eight (8) property owners in the area.
Mr~ Laddie Irion, 2362 Lakeshore Drive, stated that he is also
opposed to the zoning change on Parcel a. When questioned by
Chairman Regulski, Mr. Irion stated that he' is not opposed to the
PS (Professional Services) zoning classification.

Two (2) letters were received in opposition to above request.
Mr. Healey stated that Parcel A is proposed to be developed
residentially with an RM-16 (Medium Density Multi-Family Use)
District zoning and Parcel D is to be developed with profes-
sional and commercial uses. He further stated that the above
request in its entirety was consistent with the County plan and
the overall zoning in this area. This application is being
filed in conjunction with an application for Land Use Plan and
Zoning Atlas amendment to Commercial/Tourist Facilities and CP
zoning for the adjacent parcel identified as M&B 2 which fronts
on U.S. 19 and is p'resent1y in the city.
The Resource Development Committee at its meeting
1982 recommended approval of the Community Impact
subject to the condition that the floor area to be developed
would be limited to 210,000 square feet of commercial use in
the CP district and 55,000 square feet of office use in PS
district. The RDC also recommended that a cash payment'be re-
ceived in lieu of parkland dedication in satisfaction of the
parkland requirements.

The above property is located on the west side of Hampton. Road
between. Drew Street on the north to approximately 280 feet north
of Gulf-to-Bay Boulevard. The site is vacant and congists of
89.98 acres.
Attorney Tim Johnson, Jr., representing Metro Development Cor-
poration, explained the Development of Regional Impact (DRI)
process rOT the project to the Board. He stated that require-
ments for review of the project as a DR! are' anticipated to be
completed in November, 1982, with the City, upon annexation, to
act as local agency with jurisdiction over the issuance of any
development order.
Mr. Dexter Hoffman, Metro Development Corporation, described
subject property and location of same, reviewing the background
and history for the Board. He stated that plans are to develop
the project in phases with Parcels Band C to consist of mid-
rise office and retail uses and Parcel A to consists of a low-
rise office complex.
Mr. Anderson questioned treatment of mixed uses within a building.
No citizen appeared either in support of or in opposition to above
request.
Mr. Healey briefly reviewed those properties in the immediate
area and described the surrounding uses. He stated that it will
be to the City'S advantage' to have this project under City juris-
diction.

Ordinance Text Change. He stated that the zoning code currently
requires that no new CTF-24 district may be created which con-
tains less than four (4) acres. The City Commission, in response
to a request to rezone a parcel of property less than 4 acres to
CTF-24, directed staff to apply for a change to the zoning code
which would provide the opportunity to create a CTF-24 district of
less than 4 acres when justified.
