Bickerstaffe, Goodwin and Kuntz Public hearing was held for the purpose of considering requested annexation and zoning followed by public hearing for the purpose of considering items to be included in an ordinance amending the Land Use Plan and Zoning Atlas. Tapes of public hearings are on file in the Planning Department. On motion by Mr. Canan, seconded by Mr. Turner, minutes of April 6, 1982 were approved as written. Part of Lots 17 & 18, Pinellas Groves Sub., SE~ of SW~ of Sec. 19-29.16 (Freed) Request: Annexation & Zoning, RS-75 (Single Family Residential) B. Part of Lot 18, Pinellas Groves Sub., SE~ of SW~ pf Sec. 19-29-16 (American Executive Realty, Inc.) Request: Annexation & Zoning, RS-15' (Single Family Residential) Above property is located on the south side of Nursery Road approximately 700 feet east of Winchester Road and consists of .85 acres. Applicant G. Freed stated two single famtly residences exist on subject property and he is seeking individual water meters in order to permit the sale of one residence. Mr. Realey commented of Nursery Road. Additionally, along the south side of the that 40 ft. of right-of-way will be required for the south one-half a IO-ft. drainage and utility easement will be required property. Request - From: To: RM-20 RM-28 of Lot 11, Unit 2, Island Estates, Sec. 8-29-15 (Smith III) (High Density Multi-family) (High Density Multi-family) Above property is located on the east side of Island Way across from the intersection with Dory Passage and south of Bay Island Condominium. Subject property is Vacant.and consists of .57 acres Mr. Gene Smith, owner of subject property, reviewed the background and history of tne parcel, stating it had been Ifdownzoned" since he had purchased the property. He described the uses of the surrounding properties and the intention to build 4 stories, with parking underneath, 4 units per floor, with a courtyard effect. He felt the proposed development would be in keeping with the surrounding properties. Mr. Anderson questioned the shadow-cant Lmpact. No one appeared in support of above request. Mr. RobertRamm of 223 Island Way, representing Dearborn ,Towers, objected to height of building Mr. William Nunamakerof 311 Island Way and President of the Bay Island' Condominum Association, stated he represented 8 owners in the Bay Island Condominium and objected to increase in height. Mr. Edwin Redmer, Vice President of Island Estates Civic Association, stated his desire to have the dens1ty remain at RM-20. One letter was received in support of above reque~t and two letters ~ere received in op- position. Attorney Michael Cheecksubmitted a letter at the meeting. Mr. Healey commented that Planning staff recommended dedial of above request. He stated that subject property was studied previously. To approve the request would have an adve~se impact on the adjoining low-rise development,' Mr. Anderson expressed concern at not being able to control height. Drew Street Corridor - Located generally S of Drew St., N of Cleveland St./ Gulf-to-Bay Blvd., E of Greenwood Ave. and W of Highland Ave.. Sec. 14/15-29-15) (Multiple Owners unless noted/City - applicant) Mr. Healey gave a brief introduction and background concerning the properties proposed to be rezoned, painting out that said application is the ninth in the list of areas throughout the City to be considered for review in order to insure consistency between zoning district snd the Land Use Plan. 4It Mr. Haaley described the area involved, referring to maps showing an overview of what is propoaed for subject area. The area 1s characterized by a mixture of land uses, including motels, retail uses) offices, apartments, duplexes and single family residences. The com- mercial uses generally border Cleveland Street/Gulf-to-Bay Boulevard. Small offices are interspersed among commercial uses. The majority of the land area is in residen~ial use. The higheT density residential developed properties are located primarily from Jefferson Avenue east to Lady Mary Drive. The lower density developments are generally from Evergreen Avenue east to Highland Avenue. 1. Part of Lots 3 & 4, Lots 5 through 62, Block C, Bassedena Sub. 'There esat of N. Greenwood Avenue. of Drew Street, comprising 20 single family residences, 5 auplexes and is an existing sign shop and antique shop on said parcel. No citizen appeared in support of proposed rezoning.
