Tapes of public hearings are on file in the Planning Department. On motion by Mrs. Parks, seconded by Mr. Mazur, minutes of March 2, 1982 were ap~ proved as written. Planning and Zoning Board considered the following. Land Use Plan & ZoninK Atlas Amendments: 1. (Mason) Portion of Lot 2, Mosell Acres, Sec. 12-29-15 a. Land Use Plan: From: Low Density Residential To: Commercial/Tourist Facilities b; Atlas: RS~IOO (Single Family CG (General Business) ZoninR From: To: Residential) Above property is located on the south side of Coachman Road, approximately 630 feet east of the intersection of Coachman Road and Drew Street, and consists of .46 acres MOL. Mr. Rick Held of Luten Properties, Inc., representing the applicant, reviewed the background and history of subject property. He presented photographs to Board members and described the make-up of the immediate neighborhood, stating traffic generation had increased and subject property is now surrounded by considerable commercial usage. Plans are to develop an office/retail structure.' Mr. Richter identified those properties in the immediate area by jurisdiction (City versus County) and described the surrounding uses. He stated that it is the County's intent to look favorably only on those rezoning applications along N. E. Coachman Road which are consistent with the recently adopted Sector 6 Plan,' thus "holding the line" on' additional commercial and professionAL development in the area. He stated Planning staffls recommendation is to maintain the present residential character on N. E. Coachman Road. ~ Mr. Anderson commented that the residential corridor along Coachman Road should be maintained and stated there is a substantial amount of vacant land on Drew Street available for commercial purposes. Motion was made by Hrs. Parks; above request 2. (a) and (b). seconded by Mr. Anderson, to recommend denial of Motion carried unanimously. 2. ZoninR From: To: Atlas: RS-50 (Single Family Residential) CTFw28 (High Density Commercial/ Tourist Facilities) Above property is located on section of Sunnydale Drive. .58 acres MOL. the west side of Edgewater Drive west of the inter- Subject site for rezoning is vacant and consists of Mr. John Ehrig, Vice President of Mudano Associates, represented the applicant. He presented slides of subject parcel and stated the property owner proposes to develop a cor dominium project on this parcel and the abutting property to the south. He stated the Land Use Plan classifies the parcel as Recreation/Open Space and staff had recognized this classification to be the result of a scrive~er's error which should,be corrected. Mr. Ehrig pointed out that future widening of Edgewater Drive has taken away a po~tion of the applicant's property and will come within approxi- mately 3 feet of the front of t~e present structure. No one appeared in support of above request. Those appearing in opposition tc above request follow. Mr. James R. Scott, Past President of Edgewater Drive Association, commented he did not wish to see any ,more business in the neighborhood. .. Edgewater Drive property owners John Miller; William Gray and Robert P. Ginger ap- peared in opposition citing that many property owners have reverter clauses specified in their deeds. A copy of such clause was shown to the Board by Mr. Ginger and de- te~ined to be for properties north of this application area. Ms. Marion Crane, President of the Edgewater Drive Association, stated over 100 in- dividuals had expressed opposition to the proposed rezoning at the last Association meeting held March IS; 1982, fearing that high rises would be constructed if the property is rezoned. She also expressed concern regarding riparian rights and her desire to preserve the remaining waterfront vista. Mr. Fred Whalen, 1919 Edgewater Drive, expressed the desire to see a site plAn prior to any rezoning decision being rendered. Mr. Harry J. He described the surrounding land uses. He commented that a site plan was received by the Planning Department which proposed multi-family development on a portion of the site which is zoned for single family development and thus could not be accepted for review. He pointed out that the property is unique becausa it has generous frontage on the water given its proportion~tely small land area and that no other properties north of Stevenson's Creek on the west side of Edgewater'Drive have development rights due to zoning. Mr. Richter also pointed out that Edgewater Drive north of Stevenson's Creek is designated a scenic corridor. Mr. Richter suggested rezoning the portion of this property presently to CTF-24, rezoning that portion of the property zoned RS-50 to RM-B, the motel properties on the east side of Edgewater Drive to CTF-24. zoned CTF-28 and rezoning Mr. Mazur expressed the opinion that perhaps an RPD zoning classification might be most appropriate for this site. Mr. Dickerstaffe expressed opposition to increasing density and suggested the City of Clearwater investigate purchasing the property for public use.
