Attorney Ellen Stoutamire, representing Town Gate Securities. stated that a conceptual
site plan had been prepared for subject property and noted that one building is shown
in excess of the height limitation for the zoning classification proposed.
Mr. Healey referred to the preliminary conceptual plan and noted the following:
(1) no opposition to the 4wstory building as regards compatible surrounding u~es.
(2) building is set back from U. S. 19 and Enterprise Road and has good relationship
to existing offices; (3) plan allows for more sensitive treatment of the site; and
(4) bUildings are placed away from the lowwlying area. Mr. Healey stated the City

Mr. Healey informed the Board that the time limitation on the original RPD plan has
expired; further, the density was not stipulated with the original designation. He
stated subject property should be designated to reflect existing usage and what is
proposed; i. e., an RPD-B. In the process of revalidating zoning designation, an op-
portunity will be granted for the developer to complete the project.
Gaylen Ballard, General Partner of One Kapok Terrace, reviewed .the background and
history of Kapok Manor, stating that the former builder had never completed the
second phase of the project.
No one appeared either in support of or in opposition to above request.
Motion was made by Mr. Bickerstaffe, seconded by Mr. Turner, to recommend approval of
above request. Motion carried unanimously.
2. To consider site development plan, One Kapok Terrace, as required under
the Residential Planned Development (RPD) Zoning District in Division 15
of the Code of Ordinances of the City of Clearwater
Mr. Healey referred to the site plan and reviewed tpe background and history, comw
mencing with the project in 1973. 50 units are proposed. The County requires 50-ft.
setback on the scenic corridor.
In reviewing the site plan, notation was made that two patios need to be changed $0
they are outside of the drainage and utility easement. Within the 75-ft. drainage and
utility easement a lO-ft. recreational trail will be built by the City.
Mr. Healey stated the Resource Development Committee .reviewed the community impact
statement and site plan. The CIS and site plan, with a list of changes, have been
approved by the Resource Development Committee.
Mr. Healey noted concern with the design of the building as it comes close to 36-inch
sewer main and asked that the location and design of footers be submitted to the
Engineering Department for approval.
Mr. Ballard stated the following: (1) patios are corrected on the revised plan;
, (2) buildings are setback along sewer easement to address this concern; (3) tree
survey was done on the property regarding construction of bike path to allow removal
of trees at a minimum; . (4) there will be cross-use of recreational area as there
is 8 reciprocal agreement between developers of this phase and phase one concerning
the recreation facilities to this complex.
Mr. Bickerstaffe stated his recommendation regarding deceleration lanes and turning
radii from. any main artery.
No one appeared either in support of or in opposition to above request.
Motion was made by Mr. Bickerstaffe, seconded by Mr. Turner, to recommend approval
of above request.

Motion was amended by Mr. Mazur, seconded by Mr. Kuntz, to recommend approval with
the following conditions: (1) site plan that goes forward to City Commission
indicate a setback on 11339; (2) that it address the City's concerns discussed --
11369f 1371 and 1343; (3) note 16 be changed or revised to state what is truly
meant by the note. Both the amendment and the main motion carried unanimously.

Nent item on the agenda was the election of a chairman and vicewchairman for the
year 1982.
Mr. Kuntz nominated Mrs. Regulski for chairman. Mr. Turner seconded the nomination.
Mr. Turner nominated Mr. Bickerstaffe to serve as vice-chairman. Mr. Canan seconded
the nomination. Mrs. Regulski and Mr. Bickerstaffe were elected unanimously.
Ms. Chris Papandreas, Chief Planner/Long Range, presented the architectural rendering
by Jan Abell of the Downtown Model Streetscape Plan for the 400 block of Cleveland St.
Next meeting of the Planning and Zoning Board will be held on January 26. The folw
lowing will be reviewed: (1) draft of Administration sections of the Code; and (2)
summary outline of proposed zoning districts.
Ms. Paula Harvey, Planner II/Current, noted recommendations and actions taken by the
Planning and Zoning Board and Commission respectively during the year 1981. Uut of
a total of 175 actions, the Commission failed to concur with the Board's recommendation
only 18 times, representing some ten percent of the total number of actions on which
the Board made a recommendation.
