Mr. Richter reviewed the background and history of subject property, pointing out that
on May 5, 1981 the Planning and Zoning ~oard denied an application for RM-8 but recom-
mended, in lieu thereof, RM-12 zoning classification and a Medium Density Plan classifica-
tion. At the City Commission meeting of May 21, 1981 Commission concurred with the recom-
.mendation of the Board and requested readvertisement to RM-12 zoning category.
Five letters of objection were received.
No one appeared in favor of above request.
Ms. Sally Ruby, 1050 and 1054 Sunset Point Road, stated she had objected to RM-8 but would
be amenable to RM-12. She submitted a petition signed by 3S persons.
Those appearing in objection follow.
Mrs.. tenge, 1133 Sherwood Roed, felt the change in zoning would alter the character of
the neighborhood and generate traffic. She desired to preserve the residential character
of the neighborhood.
Mr. Carl Sandaker, Jr., 1028 Sunset Point Road, felt his property is losing value and the
proper zoning category should be RM-28 at the minimum.

Dr. Dunn Cochran, 1878 Stevenson Avenue and owner of Lots 9 and 10 at the southwest corner

Above property is located south of Druid Road and east of Highland Avenue. south of the
Clearwater Community Hospital. Subject site is vacant and consists of 1.34 acres MOL.
Hospital Administrator John J. Silver, Jr., representing the applicant. stated plans are
to utilize subject property for an extension of the present hospital facility and for
hospital parking. Facility will increase critical care but reduce other hospital beds.
Mr. Richter commented that the Resource Development Committee had approved the pre-
liminary site plan on June 25, 1981, 8u~ject to conditions. The City Commission'subse-
quently approved the plan subject to the property being rezoned to ISP, the Land Use Plan
being amended to Public/Semi-public and the Board of Adjustment and Appeal on Zoning
granting a special exception for a hospital and approving parking and setback variances
for the site. Approval of these applications will partially fulfill the conditions es-
tablished by the Commission.
Mr. Jerry Coleman. 1555 Magnolia Drive, appeared in opposition to above request. ex~
pres~ing concern regarding ~raffic flow exiting from subject ares. Mr. Richter reviewed
the site plan with Mr. Coleman, stating that there is no access through the 'subdivision
and that a buffer will be constructed where the parking area 1s located.
Mr. John Casanary. who resides across from Clearwater Community Hospital, stated a narrow
road running'east and west is a by-pass road and appeared in opposition to above request.
Mr. Richter commented that Institutional/Semi-pu~lic usage would be a low traffic generator.

Article V Section 131.216 -- To standardize minimum
parking requirements for Hotel, Hotel/Apartments, Motel/Hotel
and Tourist Courts under one cste~ory - Motels/Hotels
Mr. Richter commented that presently Chapter 131, Zoning of the Code of Ordinances pro-
vides a minimum parking space requirement for Hotel, a minimum parking space requirement
for Hotel (apartment) and a minimum parking space requirement for Motels/Hotels and
tourist courts. On May 7. 1981 the City Commission passed Ordinance No. 2359-81 which
deleted the d~finition of Hotel and MOtel as separate uses and provides for one definition
for Hotel/Motel. In order to provide standardization between the definition of Hotel/
Motel and the associated minimum parking requirements, an amendment to the Code is re-
quested.
Mr. Richter stated the revised parking space requirement would read 8S follows:
One (1) space per individual sleeping room plus two (2) spaces per three (3)
empl~yee8 on the largest shift.
Discussion ensued and 'the Board members felt they would like more time to study the above
text change.

per letter from Leo J. Salvatori, Carroll, McPeak, Bolesky & Neinas. Attorneys at Law,
dated July 15. 1981. addressed to Mr. Max Battle. Director of Public Works.
Consensus of the Board members was that the Harbormaster should review the new plan and
approve it with respect to navigation.
No one appeared in support of above request.
Mr. John Carey. 619 Snug Island, appeared 1n opposition. He felt there would be a con-
siderable parking problem, especially if slips should be leased.
Mr. Wallis Skinner. 480 Palm Island. S. B.. expressed concern regarding parking should
slips be leased.
Mr. Ralph Strauss, President of the Condominium Association and owner of #l and #4 slips.
expressed the desire to discuss the problem with the developer and appeared in favor of a
postponement. He felt additional parking would result and that the present problem exists
due to lack of slips. Mr. Richter reiterated that slips are for the exclusive use of
residents and are not for sale or lease to any guests.
M~. Nicholson. Oceanographer. stated it would appear advisable to .recommend to the City
Commission that it be stipulated that slips will be leased only to tnose owning a condo-
minium. If violated. the special exception can be determined to be null and void inasmuch
as the bottomland is owned by the City.
Mr. Goodwin que~tioned if Mr. Harvey would have any objection to the Harbormaster moni-
toring the slips. inasmuch as the bottomland would be leased.
Letters of objection were received from: John M. Mecomber, Secretary/Treasurer of Island
Yacht Club Condominium Association and owner of Slip #4 (letter dated Julv 7. 1981)and
Mr. Kenneth M. Miller, owner of Slip #1 (letter dated July 7. 1981).
Motion was made by Mr. Goodwin, seconded by Mr. Mazur. to recommend approval of above
request with the recommendation that the slips be reserved for the sole use of condo-
minium residents and the marina design be approved by the Harbormaster. Motion was then
amended by Mr. Mazur, seconded by Mr. Goodwin. that a notation be made on the drawing
that the number of slips be reduced from 10 to 9 and that there will not be any .facility
constructed nor boats moored in the 43-ft. distance. Both the amendment and the main
motion carried 4-3.

Mr. Canan inquired concerning clearance dis~ance between Dan's Island marina and this
propoled facility. Mr. Bickerstaffe pointed out that the proposed 32-ft. clearance is
minimal, if not insufficient. The Board concurred.

Article V Section 131.216
,To standardize minimum parking requirements for Hotel,
Hotel/Apartments, Motel/Hotel, and Tourist Courts under one
catagory - Motels/Hotels.
Florida Statute 286.0105 states: Any applicant appealing a decision of
this board must have a verbatim record of the proceedings to support
such an appeal.
Citizens may appear to be heard or file written notice of approval or
objection with the Planning Director or City Clerk prior to appropriate
Public Hearing.
